Indirect Rule examines how states indirectly exercise authority over others and how this mode of rule affects domestic and international politics. Indirect rule has long characterized interstate relationships and US foreign relations. A key mechanism of international hierarchy, indirect rule involves an allied group within a client state adopting policies preferred by a dominant state in exchange for the dominant state's support. Drawing on the history of US involvement in the Caribbean and Central America, Western Europe, and the Arab Middle East, David A. Lake shows that indirect rule is more likely to occur when the specific assets at risk are large and governance costs are low. Lake's conceptualization of indirect rule sharpens our understanding of how the United States came to occupy the pinnacle of world power. Yet the consequences of indirect rule he documents—including anti-Americanism—reveal its shortcomings. As US efforts at democracy promotion and other forms of intervention abroad face declining support at home, Indirect Rule compels us to consider whether this method of rule ultimately advances US interests.

More than any other imperial power, the British in India developed techniques of indirect rule. They used Residents who were posted to each major Indian state. This book concentrates on the origins, growth, and functioning of the Residency system on a pan-Indian scale between 1764 and 1857. Based on their experience in India, the British later deliberately deployed indirect rule in South East Asia and Africa. This study examines the Residency system as a whole, and in particular the composition and roles of three groups within it: British Residents, Indian rulers, and the Indian staff of the residencies. Out of the body of British civil servants and military officers of the East India Company, there gradually emerged a core of "politicals" men who specialized in creating the system of indirect rule. These were men like Charles Metcalfe, John Malcolm, and Thomas Munro. By studying the entire body of Residents and Political Agents - their backgrounds, careers, strategies and tactics - this book enables us to understand the men who carried out indirect rule over the major portion of India. As their states came under British influence, Indian rulers faced new conditions. While some rulers lost their thrones, hundreds of others managed (by policy or fortune) to preserve some measure of authority under indirect rule. As ambiguously sovereign rulers over states which ranged in size from a few square miles to regions the size of European nations, and over populations from a few thousand to over ten million, these Indian rulers gradually worked out their relations under indirect rule. The actions of these Indian rulers and their officials determined to a considerable degree the shape of the British empire. For the Indian service elite, the British presence presented a vast range of new challenges and opportunities. Some members of families with traditions of administration adjusted themselves to these new circumstances and rose in service to the Residents. Those courtiers and officials who threw their lot with the British form a particularly intriguing group. By studying Indians who worked in the residencies, this book examines indirect rule from the inside, from the perspective of those who implemented it, both serving and guiding the British Resident. Thus, this volume delves into the actual working of the Residency system and provides a comprehensive view of this essential element in the creation of the British empire in India. It will be essential reading for all who are interested in imperialism, Indian history, and the development and functioning of British colonialism.

The relationship between colonial pluralism and nationalist civil war in former British colonies Why do some communities fight civil wars over national self-rule while others do not? In Legacies of British Rule, Matthew Lange offers insight into this question through a rigorous multimethod and comparative analysis that pinpoints the combined impact of precolonial statehood and British colonialism. During transitions from empire to nation-state, postcolonial officials in places with large and long-standing precolonial states commonly try to build a unified nation around the dominant community in ways that discriminate against and exclude smaller communities. While such national chauvinism can fuel reactions leading to nationalist civil war, a history of British colonialism intensifies these reactions by increasing sensitivity to national chauvinism and empowering communities to act. Consequently, nationalist civil wars are three times more common in former British colonies than in other former overseas colonies. And yet, Lange finds that British colonialism exerts a very different effect on places with a limited history of precolonial statehood; in an environment with little national chauvinism, British colonialism deters nationalist civil war by promoting more inclusive postcolonial states that strengthen plurinationalism and limit fear and anger over reduced communal autonomy. Lange’s account provides valuable new insights into the roots of nationalist civil war, broad patterns of conflict, and the mixed effects of colonialism and pluralism.

Nationalism has become the most prevalent source of political conflict and violence in the world. Scholarship has provided scant guidance about the prospects of containing the dark side of nationalism–its widely publicized excesses of violence, such as ethnic cleansing and genocide. Departing from the usual practice of considering only a few examples of nationalism drawn from a limited geographical and historical canvas, this book is based on fundamental theoretical ideas about the formation and solidarity of groups. Containing Nationalism offers a unified explanation of the dynamics of nationalism across the broad sweep of time and space. Among other things, it explains why nationalism is supported by specific forms of inequality between cultural groups, and why it is inclusive at some times and exclusive at others. Nationalism is the attempt of culturally-distinct peoples to attain political self-determination. Self-determination was generally afforded by traditional states, which employed a form of governance based on indirect rule. After the late 18th century, the rise of the modern state led to a new form of governance characterized by direct rule. Containing Nationalism argues that the impetus for the most common type of nationalism arises from the imposition of direct rule in culturally heterogeneous societies. Direct rule stimulates national identity by making cultural distinctions more salient for individuals' life chances. At the same time it reduces the resources of local elites, giving them a motive to mobilize nationalist opposition to central authorities. All told, these effects heighten the demand for sovereignty. The book suggests that political institutions that reintroduce indirect rule offer the leaders of modern countries the best available means of containing nationalist violence within their borders.
