Excerpt from Individualism: A System of Politics The range of subjects dealt with in the present volume is doubtless a wide one; but it will be found, I trust, that all have been treated consistently from what may be called the individualist standpoint. The merit of formulating this theory of government, and thus of laying the rough foundations upon which a sound art of Politics may be based, undoubtedly belongs to Mr. Herbert Spencer, who has contributed more to the scientific study of society than any other thinker - not even excepting Auguste Comte or John Austin. It is therefore with the greater regret that I find myself unable to accept either the principles or the conclusions set forth in Mr. Spencer's most popular publication on the subject - The Alan the State. Though this in no way lessens the great debt of gratitude which all seekers after truth in this field owe to him. And for myself I take this opportunity of acknowledging it. Excerpt from The State the Individual: An Introduction to Political Science, With Special Reference to Socialistic and Individualistic Theories The following Essay is primarily an attempt to supply in an elementary form a systematic introduction. To the study of the problem, subordinating its economic to its political aspects, and endeavouring to discard all a priori presumptions either for or against individual liberty and initiative, on the one hand, and government intervention, on the other. At the same time an effort has been made to give unity to the various speculations by viewing them all steadily in the light of one philosophical conception. Any claim it may have to originality must be based upon the re-arrangement and combination of old theories rather than upon the invention of new ones. The distinction between direct government management and indirect govern ment control cannot assuredly be claimed as a discovery: but it is perhaps new to make this the keystone of a system of practical politics; and to show how, by its aid, some at least of the aims of the more moderate Socialists may be achieved in safety from the pitfalls dreaded by even the more moderate Individualists. The double character of the Essay as, on the one hand, an introduction to political science in general, and, on the other, a detailed investigation of Socialism and Individualism from a stand-point which identifies itself with neither, may, it is hoped, render it of some use to students of social phil osophy, of constitutional history, or of systematic politics, by bringing within a reasonable compass information otherwise accessible only in the many bulky volumes of a somewhat scattered literature. The various authorities placed under contribution are too numerous to -be specified here; but the sources of borrowed ideas have been, as far as possible, indicated in the text or in footnotes. In late 1921, then secretary of commerce Herbert Hoover decided to distill from his experiences a coherent understanding of the American experiment he cherished. The result was the 1922 book American Individualism. In it, Hoover expounded and vigorously defended what has come to be called American exceptionalism: the set of beliefs and values that still makes America unique. He argued that America can make steady, sure progress if we preserve our individualism, preserve and stimulate the initiative of our people, insist on and maintain the safeguards to equality of opportunity, and honor service as a part of our national character. American Individualism asserts that equal opportunity for individuals to develop their abilities is "the sole source of progress" and the fundamental impulse behind American civilization for three—now four—centuries. More than ninety years have passed since this book was first published; it is clear, in retrospect, that the volume was partly motivated by the political controversies of the time. But American Individualism is not simply a product of a dim and receding past. To a considerable degree the ideological battles of Hoover's era are the battles of our own, and the interpretations we make of our past—particularly the years between 1921 and 1933—will mold our perspective on the crises of the present.
