This report looks at how technology and innovation achieves inclusive and sustainable industrial development (ISID). Its main finding is that ISID is feasible and technology can simultaneously serve all three dimensions of sustainability, including economic, social and environmental. Rapid inclusive and sustainable industrialization can happen more frequently provided that policymakers firmly steer the industrialization process with opportune policies and avoid past mistakes. In some cases, the spread of technology has not materialized in concrete growth opportunities because of the lack of technological capabilities. Innovation needs to be supported by interventions strengthening the process from invention to adoption, as capabilities are developed and high tech manufacturing sectors are created, seeing higher rates of sustainable growth.

Digital technologies are spreading rapidly, but digital dividends--the broader benefits of faster growth, more jobs, and better services--are not. If more than 40 percent of adults in East Africa pay their utility bills using a mobile phone, why can’t others around the world do the same? If 8 million entrepreneurs in China--one third of them women--can use an e-commerce platform to export goods to 120 countries, why can’t entrepreneurs elsewhere achieve the same global reach? And if India can provide unique digital identification to 1 billion people in five years, and thereby reduce corruption by billions of dollars, why can’t other countries replicate its success? Indeed, what’s holding back countries from realizing the profound and transformational effects that digital technologies are supposed to deliver? Two main reasons. First, nearly 60 percent of the world’s population are still offline and can’t participate in the digital economy in any meaningful way. Second, and more important, the benefits of digital technologies can be offset by growing risks. Startups can disrupt incumbents, but not when vested interests and regulatory uncertainty obstruct competition and the entry of new firms. Employment opportunities may be greater, but not when the labor market is polarized. The internet can be a platform for universal empowerment, but not when it becomes a tool for state control and elite capture. The World Development Report 2016 shows that while the digital revolution has forged ahead, its 'analog complements'--the regulations that promote entry and competition, the skills that enable workers to access and then leverage the new economy, and the institutions that are accountable to citizens--have not kept pace. And when these analog complements to digital investments are absent, the development impact can be disappointing. What, then, should countries do? They should formulate digital development strategies that are much broader than current information and communication technology (ICT) strategies. They should create a policy and institutional environment for technology that fosters the greatest benefits. In short, they need to build a strong analog foundation to deliver digital dividends to everyone, everywhere.

Development is a transformational process, combining a series of interactive and cumulative linkages to create a virtuous circle of enhanced resource mobilization, higher incomes, expanding markets and investment, leading to more and better jobs. Such a structural transformation requires selective government policies to shift a country's productive structure towards activities and sectors with higher productivity, better paid jobs and greater technological potential ? what is commonly called "industrial policies". The Trade and Development Report (TDR) 2016 highlights the central role of industrialization, given the higher productivity of manufactures in relation to other sectors. Manufactures can also generate strong cross-sectoral linkages (e.g. backward, forward, income and knowledge linkages) and complementarities that enhance productivity and employment growth in the primary and tertiary sectors. Countries that have been able to narrow the productivity and income gap with developed countries are those (mostly in Asia) that managed to expand investment, employment and productivity in their manufacturing sector in a sustainable way, which contrasts with other countries and regions affected by "stalled industrialization" or "premature de-industrialization". Successful structural transformation requires a comprehensive policy approach. This includes strategic policies for international trade, pro-growth macroeconomic policies to ensure high levels of aggregate demand and investment and a stable and competitive exchange rate, policies in support of the profits-investment nexus to provide finance for structural transformation, and closing tax loopholes through fiscal and regulatory measures that would bring greater transparency to corporate decision making and finance public expenditure that provides an enabling context for production upgrading and economic diversification.

Too often, demand is not condidered when discussing industrial development. But the fact that manufacturing consumption is the most visible result of industrial development, and one of its most important drivers, calls for attention. This report argues that under the right set of conditions the consumption of manufacturing goods can set in motion a virtuous circle of income creation, demand diversification and long-run development. How? By providing new and better goods that become cheaper through time, industrial development creates real incomes for all which in turn lead to changes in consumption patterns that stimulate further creation of new and better goods restarting the circle. This circle, however, is not necessarily socially inclusive or environmentally sustainable, thus calling for specific policies to achieve these important goals. This report examines identifies the main challenges and opportunities that arise from them taking into account the sustainable development agenda.

The Asia-Pacific Countries with Special Needs Development Report 2016 explores ways to adapt the 2030 Agenda for Sustainable Development to the unique circumstances, capacities and levels of development of the Asia-Pacific Least Developed Countries (LDCs), Landlocked Developing Countries (LLDCs) and Small Island Developing States (SIDS), collectively referred to as Countries with Special Needs (CSN). Graduation is the process through which least developed countries (LDCs) cease to be members of the LDC category, in recognition of their advances in development. In principle, it marks a shift from dependency to a greater degree of self-sufficiency and emergence from the development "traps" which beset LDCs. However, the loss of access to international support measures (ISMs) tied to LDC status at graduation can give rise to important economic costs, including an estimated 34 per cent of export revenues in the case of trade preferences. During the 45 years since the establishment of the LDC category, only four countries have graduated from LDC status; and the Report's projections indicate that the target of half of the LDCs graduating by 2020 is unlikely to be met. This partly reflects the inadequacy of the existing ISMs. The projections also suggest a fundamental shift in the composition of the group, which by 2025 will consist almost entirely of African countries and include only one small-island economy. The Report argues that graduation should be viewed as part of a longer and broader development process, and emphasizes the need for "graduation with momentum" - an approach which goes beyond fulfilment of the statistical criteria for graduation to lay the foundations for future development. This means prioritizing structural transformation of the economy, development of productive capacities, upgrading technology and raising productivity. The Report highlights several policy areas essential to achieve "graduation with momentum" - rural transformation, industrial policy, science, technology and innovation policy, finance and macroeconomic policy, employment generation and women's empowerment. It calls on the international community to contribute by fulfilling their commitments in areas such as aid and technology. It also suggests possible revisions to the graduation criteria to reflect more appropriately issues such as structural transformation, environmental sustainability and gender equality.

The Trade and Development Report (TDR) 2016 observes that global economic growth remains weak, growing at a rate below 2.5 per cent, and global trade slowed down dramatically to around 1.5 per cent in 2015 and 2016, compared to 7 per cent before the crisis. The loss of dynamism in the advanced economies, combined with low commodity prices and global financial instability, is having knock-on effects on most developing countries. Developing economies will grow on average less than 4 percent this year, but with considerable variation across countries and regions: while Latin America is in recession and growth in Africa and West Asia is slowing down to around 2 per cent, East, South-East and South Asia is still growing at a rate close to 5 per cent. Considered in a long-term perspective, most developing countries outside some Asian sub-regions have failed to significantly reduce the income gap with developed economies. The big investment push in developing regions remains one of the unfulfilled promises of the more open global economy set in place in the 1980s and 1990s; and after general growth accelerations at the beginning of the century, convergence is now losing steam with a more challenging international environment. To attain sustained and inclusive growth, countries need to adjust their policy strategies in order to advance structural transformation.

The global economy cannot fully recover from the COVID-19 pandemic unless internationally coordinated actions are taken, and the industrial sector must be central to these efforts. The COVID-19 crisis has demonstrated that manufacturing remains the backbone of our economies. Yet, it also shows the vulnerability of our production systems to sudden shocks. For recovery to take hold, it is critical to understand how the pandemic has affected the sectorand the prospects for the future of industrialization as economies worldwide continue to rebound and recover. The Industrial Development Report 2022 contributes to this discussion by providing evidence at the country, industry, and firm level and documents the impacts of the crisis, by examining the drivers of resilience and vulnerability in those same contexts. The main finding of this report is that industrial capabilities are a key driver of resilience. The industrial sector provides employment and income generation opportunities across the globe. During the pandemic, the sector ensured continuous access to essential goods and services for populations all over the world, including food, medical equipment, and pharmaceutical products. Indeed, this report reveals that countries with stronger manufacturing capabilities and more diversified industrial sectors have weathered both the economic and the sanitary impacts of the COVID-19 pandemic better than their peers. Findings documented in the report strongly reaffirm the centrality of Sustainable Development Goal (SDG) 9 (Build resilient infrastructure, promote inclusive and sustainable industrialization, and foster innovation)which is at the core of UNIDOs mandateto the achievement of the 2030 Agenda for Sustainable Development.
