Collectively the countries of the Gulf face the striking prospect that unless priorities and plans are set with care the gestation period of their economic development may be longer than the expected life of their hydrocarbon resources. This book examines just that threat. It considers the opportunities available to the Gulf states for accumulating sufficient productive capital in the non-oil sectors of their economy to offset the drawing down of oil reserves. The book pays particular attention to the possibilities of development through cooperation not only within the Gulf Cooperation Council but also within the larger Arab region and the Third World as a whole. It concludes with a critical review of the main challenges that these economies are facing and are likely to face in the near future with special emphasis on their major problems and failures. This report discusses key policy challenges that need to be addressed if the Philippines were to embark on sustainable and inclusive growth. We take the view that the main reason behind the Philippines' lagging growth and development outcomes in the regional context lies in a sluggish transformation of the economy---in particular, stagnant industrialization. Chronic problems of unemployment, poverty, and low investment are reflections of weak industrial development. The economy has been led by services, and it has been further shifting toward services with the growing business process outsourcing. Nevertheless, sole development of the services sectors is not sufficient to address the development challenges and lead to inclusive growth. We propose more targeted public sector support, which focuses on specific industries and products for industrial upgrading and diversification. This report shows a methodology of choosing products for targeted public sector support, and recommends effective dialogue between the public and private sectors to identify constraints specific to the target products and to develop adequate solutions. The Philippines needs to develop a stronger industrial base to enable the economy to "walk on two legs" of industry and modern services, to create productive job opportunities for the growing working-age population.

The study focuses on identifying the most influential factor in driving EXP, with a particular emphasis on sustainable financing strategies for export diversification and industrialization in SSA. Traditionally, SSA has relied on FDI, development assistance (DA), remittances, and international credit for financial support. However, these sources of funding are expected to decrease due to the pandemic's economic impacts. The United Nations Conference on Trade and Development forecasts a significant decline in global FDI flows, with SSA facing a 25% to 40% reduction in investment flows for 2020. This underscores the urgency for SSA nations to explore sustainable financing methods for the necessary investments to boost exports. Historically, SSA countries have utilized foreign direct investment (FDI) to fund economic development, but the outcomes have often fallen short, leaving many nations in poverty. Despite SSA's wealth of natural resources, efficient resource utilization remains a challenge, and potential advantages have not translated into inclusive growth. The region also grapples with infrastructure gaps, poor investment climates, and weak governance and institutional capacities. In this context, it is imperative to consider alternative ways to finance economic growth, particularly export diversification and industrialization. Research shows that export diversification and industrialization can significantly drive economic growth, but the question of how to finance these processes effectively remains largely unexplored. In the face of declining FDI and limitations within SSA's banking system, this study investigates the direct and indirect effects of FDI, DA, and IMFC on export expansion (EXP) and, subsequently, on gross domestic product (GDP). The study delves into the mediating role of exports in various factors' impact on GDP, with the objective of identifying the most influential factor in driving export growth. Ultimately, this study aims to provide SSA leaders and policymakers with insights into innovative and sustainable financing approaches to promote export diversification and industrialization in the region.
