After the Transition is an all-encompassing examination of the origins, increase, and persistence of inequality in new democracies. It challenges the conventional thinking found in much of the democratization-inequality literature, and offers a new theory. It speaks simultaneously to literature of democratization, party systems, social policy, and inequality to explain why democracies are not able to fulfill their promise to the disadvantaged and why they cannot achieve income equality. It investigates social policy programs such as pensions, unemployment benefits, and other social transfers in Poland and the Czech Republic in Post-Communist Europe, and Turkey and Spain in Southern Europe. The volume traces the origins and development of social policy, from the formation of nation-states to the present, and considers how different political regimes, whether totalitarian; post-totalitarian; or authoritarian, designed welfare policies to prioritize civil servants and the working classes in formal sectors at the expense of the majority poor. It then demonstrates how these legacies perpetuate and widen disparities in access to welfare policies, and thus income inequality in countries where low mobilization by the poor and unstable party systems prevail. This study employs interviews with Polish, Czech, Turkish, and Spanish union leaders; bureaucrats; and business people while also conducting an original survey in Turkey to dissect the linkage between organized groups and parties. Employing a multi-method approach, two paired case studies on these countries also demystify why and how new populist parties have successfully appealed to voters and affected the trajectory of social policy, party systems and inequality. Despite its lauded political transition in 1994, South Africa continues to have among the highest levels of violence and inequality in the world. Organised survivors of apartheid violations have long maintained that we cannot adequately address violence in the country, let alone achieve full democracy, without addressing inequality. This book is built around extensive quotes from members of Khulumani Support Group, the apartheid survivors' social movement, and young people growing up in Khulumani families. It shows how these survivors, who bridge the past and the present through their activism, understand and respond to socioeconomic drivers of violence. Pointing to the continuities between apartheid oppression and post-apartheid marginalisation in everyday life, the narratives detail ways in which the democratic dispensation has strengthened barriers to social transformation and helped enable violence. They also present strategies for effecting change through collaboration, dialogue and mutual training and through partnerships with diverse stakeholders that build on local-level knowledge and community-based initiatives. The lens of violence offers new and manageable ways to think about reducing inequality, while the lens of inequality shows that violence is a complex web of causes, pathways and effects that requires a big-picture approach to unravel. The survivors' narratives suggest innovative strategies for promoting a just transition through people-driven transformation that go well beyond the constraints of South Africa's transitional justice practice to date. There has been a remarkable upsurge of debate about increasing inequalities and their societal implications, reinforced by the economic crisis but bubbling to the surface before it. This has been seen in popular discourse, media coverage, political debate, and research in the social sciences. The central questions addressed by this book, and the major research project GINI on which it is based, are: - Have inequalities in income, wealth and education increased over the past 30 years or so across the rich countries, and if so why? - What are the social, cultural and political impacts of increasing inequalities in income, wealth and education? - What are the implications for policy and for the future development of welfare states? In seeking to answer these questions, this book adopts an interdisciplinary approach that draws on economics, sociology, and political science, and applies a common analytical framework to the experience of 30 advanced countries, namely all the EU member states except Cyprus and Malta, together with the USA, Japan, Canada, Australia and South Korea.
