This book reviews the fulfillment of two Millennium Development Goals (MDGs), namely poverty and inequality, in the Indian subcontinent. The book examines Indias experience with poverty reduction in a period of rapid economic growth. Marshalling evidence from multiple sources of survey data and drawing on new methods, the book asks how Indias structural transformation - from rural to urban, and from agriculture to nonfarm sectors - is impacting poverty.Our analysis suggests that since the early 1990s, urban growth has emerged as a much more important driver of poverty reduction than in the past. We focus in particular on the role of small and medium size conurbations in India, both as the urban sub-sector in which urban poverty is overwhelmingly concentrated, and as a sub-sector that could potentially stimulate rural-based poverty reduction. Second, in rural areas, we focus on the nature of intersectoral transformation out of agriculture into the nonfarm economy. Stagnation in agriculture has been accompanied by dynamism in the nonfarm sector, but there is much debate about whether the growth seen has been a symptom of agrarian distress or a source of poverty reduction.Finally, alongside the accelerating economic growth and the highly visible transformation that is occurring in Indias major cities, inequality is on the rise. This is raising concern that economic growth in India has by-passed significant segments of the population. The third theme on social exclusion asks if, despite the dramatic growth, historically grounded inequalities along lines of caste, tribe and gender have persisted.This book would be of interest for policymakers, researchers, non-governmental organizations, and international agenciesfrom India and abroad--who wish to know more about Indias experience of the last two decades in reducing poverty.

Abstract: The paper examines the ways in which recent economic growth has been uneven in China and India and what this has meant for inequality and poverty. Drawing on analyses based on existing household survey data and aggregate data from official sources, the authors show that growth has indeed been uneven-geographically, sectorally, and at the household level-and that this has meant uneven progress against poverty, less poverty reduction than might have been achieved had growth been more balanced, and an increase in income inequality. The paper then examines why growth was uneven and why this should be of concern. The discussion is structured around the idea that there are both "good" and "bad" inequalities-drivers and dimensions of inequality and uneven growth that are good or bad in terms of what they imply for both equity and long-term growth and development. The authors argue that the development paths of both China and India have been influenced by, and have generated, both types of inequalities and that while good inequalities-most notably those that reflect the role of economic incentives-have been critical to the growth experience thus far, there is a risk that bad inequalities-those that prevent individuals from connecting to markets and limit investment and accumulation of human capital and physical capital-may undermine the sustainability of growth in the coming years. The authors argue that policies are needed that preserve the good inequalities-continued incentives for innovation and investment-but reduce the scope for bad ones, notably through investments in human capital and rural infrastructure that help the poor connect to markets.

The book critically examines the high growth trajectory in India, particularly since the late 1980s, a period which is characterized by increasing inequality.
