Informal settlements are a shameful feature of poverty and inherited inequalities in South Africa. Defined in this book as 'settlements of the urban poor developed through the unauthorised occupation of land', they are regarded by many as unhealthy and overcrowded blights on the urban landscape 'squatter camps' in common parlance. Yet census data tell us that 16.4% of households across the country live in informal settlements, mostly in urban areas where an insecure foothold on the land enables these households to access the economic opportunities, social and economic networks and basic amenities that are essential to their survival.

This book analyses the housing and governance policies of the city of Surakarta, in Indonesia. It addresses the question of whether Surakarta’s strategy for handling the city’s informal sector and marginal settlements shows evidence of sustainability and good governance. The book illustrates current trends in urban development and discussions on effective strategies for improving living conditions in slums on both a global and national scale. Using four main programs as examples, it presents a detailed overview of Surakarta’s housing policies regarding the poor. It critically evaluates the city’s relocation measures and shows that Surakarta’s city government has put into place an effective policy, reaching the poor by inclusive approaches. Influenced by global discussions and best practices, the programs examined are characterized by elements of good governance and Solo’s strategies have already been disseminated to other Indonesian cities. However, the book argues that deficits remain regarding participation and transparency. The work is based on Christian Obermayr's outstanding Master’s thesis, defended in 2013 at the University of Innsbruck, Austria.

While often seen as unplanned or spontaneous, informal settlement is better understood as a mode of production: a co-evolution of architecture, urban design and planning that embodies informal rules and shapes urban development. The Atlas of Informal Settlement is a comparative study of the spatial logic of informal settlement based on mapping and analysing the evolution of urban form (morphogenesis) in 51 contemporary settlements across the planet – the first of its kind and a fundamental change in thinking for urban studies and built environment professionals. Each of the 51 case studies uses maps and aerial photographs to examine key stages of development, showing how informal settlement adapts to different contexts of political economy, topography, culture, climate and land tenure; revealing a complex range of actors from settlers and states to land mafias and pirate developers. It demonstrates the range of design processes and formal outcomes; how the informal becomes formalized and vice versa. Interspersed with short chapters introducing key theoretical concepts, the Atlas shows how such practices may or may not produce 'slums', and how settlement is already a form of 'upgrading'. Informal settlement is the primary mode of production of affordable housing and neighbourhood infrastructure within cities of the Global South; with detailed mapping and profiling of 51 settlements this book shows how such urban morphologies emerge in terms of architecture, urban design and planning.

The objective of this book is to better understand the nature of urban governance regarding the provision of basic urban services in rapidly growing mid-sized towns and cities in developing countries. Set within the context of understanding urban planning and management within the wider city setting, the study focuses on the provision of the basic urban services of housing, water and sanitation especially within informal settlements. Using the case study of the mid-sized city of Jayapura, Papua, Indonesia, the publication explores: (i) the types, processes, and stakeholders that constitute formal urban governance in the provision of basic urban services; (ii) understanding how stakeholders gain and benefit from ‘on the ground’ formal service arrangements, and why; and (iii) for those who do not directly benefit from the formal arrangements, how individuals, groups and communities organize and access governance to meet their basic urban needs. The methods employed to better understand the nature of urban governance and its relationship to the provision of basic urban services comprised primary (face-to-face household surveys interviewing 448 respondents, ground mapping at a plot size level in four informal settlements, and semi-structured interviews with 12 stakeholders) and secondary data regarding urban governance, planning and management. The study reveals that urban governance arrangements in fast growing mid-sized cities have emerged both formally and informally to cope with basic urban service needs across a range of settlement types and socio-cultural groups. The major modes of governance arrangements in the informal settlements consist of traditional, formal and informal, and hybrid governance which co-evolve as their boundaries overlap and intersect through time at varying levels of ‘equilibrium’. The ‘governance equilibrium’ represents a ‘balance’ at a specific point and place in time in how stakeholders utilize and share resources,and access various contributions.

With over one billion people worldwide living in informal settlements and enduring substandard housing conditions, these areas present one of the greatest urban challenges of our time. The existence of informal settlements is deeply intertwined with global issues such as climate change, war-induced displacement, and colonialism. As sustainability becomes a central focus in various disciplines, including architecture, the path to sustainable urban development lies in addressing the problems of informal settlements. Architecture's relevance to this discourse is paradoxically highlighted by its perceived 'irrelevance'. Informal settlements are often overlooked as legitimate sites for architectural practice. This neglect stems from two assumptions: first, architecture's traditional dependence on power and capital, isolating the marginalised who rarely have the chance to receive architectural services; and second, architecture's perceived incapability to address urban-scale infrastructural problems, and thereby its reduction to aesthetic creativity and form making. This book challenges architecture's focus on the 'centre' and its lack of ambition for creating a pervasive impact on cities. Instead, it highlights the profession's potential to serve the common good and address urban-scale infrastructural issues and proposes the effective engagement of architects in informal settlements. Drawing on Henri Lefebvre’s dichotomy of margin versus centre in urban spaces, informal settlements are interpreted as spaces on the city’s periphery, created by the marginalised with limited access to power, capital, and authority. By revisiting interrelated concepts such as the production of space, the right to the city, social architecture, and spatial agency within the context of informal settlements, the book claims a space for architectural practice in these areas. It incorporates discussions on insurgent citizenship and critiques of the self-help approach, contextualising its arguments with architectural intervention precedents from around the world. The book concludes with a brief manifesto on practising architecture in informal settlements. The book aspires to inspire architecture students, practitioners, and researchers to explore the profession’s potential in social problem-solving and to push the boundaries of practice towards inclusiveness for all urban inhabitants.

Despite its many challenges and limitations the concept of in situ upgrading of informal settlements has become one of the most favoured approaches to the housing crisis in the ‘Global South’. Due to its inherent principles of incremental in situ development, prevention of relocations, protection of local livelihoods and democratic participation and cooperation, this approach is often perceived to be more sustainable than other housing approaches that often rely on quantitative housing delivery and top down planning methodologies. While this study does not question the benefits of the in situ upgrading approach, it seeks to identify problems of its practical implementation within a specific national and local context. The study discusses the origin and importance of this approach on the basis of a review of international housing policy development and analyses the broader political and social context of the incorporation of this approach into South African housing policy. It further uses insights from a recent case study in Cape Town to determine complications and conflicts that can arise when applying in situ upgrading of informal settlements in a complex local context. On that basis benefits and limitations of the in situ upgrading approach are specified and prerequisites for its successful implementation formulated.
