This book explains how presidents achieve market-oriented reforms in a contentious political environment. Using an impressive amount of quantitative and qualitative empirical evidence, most of which is reported for the first time, Mejía Acosta argues that presidents in Ecuador adopted significant reforms by crafting informal yet functional coalitions with opposition parties in congress. This pattern of success is particularly relevant in a country known for its chronic political fragmentation and deep regional and ethnic divisions. Paradoxically, the adoption of constitutional reforms to promote governance undermined the success of informal coalitions and directly contributed to greater regime instability after 1996. Mejía Acosta's work offers a compelling analysis of how formal and informal political institutions contribute to policy change. His far-reaching conclusions will capture the attention of political scientists and scholars of Latin America.

The Netherlands, Belgium and Luxembourg are well-known cases of consensus politics. Decision-making in the Low Countries has been characterized by broad involvement, power sharing and making compromises. These countries were also founding member states of the European Union (EU) and its predecessors. However, the relationship between European integration and the tradition of domestic consensus politics remains unclear. In order to explore this relationship this book offers in-depth studies of a wide variety of political actors such as governments, parliaments, political parties, courts, ministries and interest groups as well as key policy issues such as the ratification of EU treaties and migration policy. The authors focus not only on Europeanization, but also analyse whether European integration may gradually undermine the fundamental characteristics of consensus politics in the Low Countries. Bringing to the fore a wealth of original research, A Detroit Story examines how the informal reclamation of abandoned property has been shaping Detroit for decades. Claire Herbert lived in the city for almost five years to get a ground-view sense of how this process molds urban areas. She participated in community meetings and tax foreclosure protests, interviewed various groups, followed scrappers through abandoned buildings, and visited squatted houses and gardens. Herbert found that new residents with more privilege often have their back-to-the-earth practices formalized by local policies, whereas longtime, more disempowered residents, usually representing communities of color, have their practices labeled as illegal and illegitimate. She teases out how these divergent treatments reproduce long-standing inequalities in race, class, and property ownership.

The outlook for the Middle East and North Africa region is mixed. Oil-importing countries are witnessing tepid growth, and the moderate recovery expected in 2013 is subject to heightened downside risks. For the Arab countries in transition, ongoing political transitions also weigh on growth. With policy buffers largely eroded, the need for action on macroeconomic stabilization and growth-oriented reforms is becoming increasingly urgent. Countries will need to put in place safety nets to protect the poor and build consensus for some difficult fiscal choices. The region’s oil exporters are expected to post solid growth in 2012, in part due to Libya’s better-than-expected postwar recovery. In the countries of the Gulf Cooperation Council, robust growth is supported by expansionary fiscal policies and accommodative monetary conditions. In the Caucasus and Central Asia, the outlook remains favorable, reflecting high oil prices that are benefiting oil and gas exporters, supportive commodity prices and remittance inflows benefiting oil and gas importers, and, for both groups, moderate direct exposure to Europe. The positive outlook provides an opportunity to strengthen policy buffers to prepare for any downside risks.

Cities are considered “engines of economic growth,” yet many cities in the global South struggle to increase productivity and provide significant economic opportunities for their growing populations. There is a need to deepen the knowledge on the links between public goods and services and equitable economic growth and how to support such processes, in policy and strategic terms, locally and globally. Against this background, this publication developed in the collaboration between Cities Alliance’s Equitable Economic Growth Cities Campaign initiative and three international research networks N-AERUS, AURI, REDEUS_LAC. The research explores how the interface between urban research and policymaking can be redefined to ensure that public goods and services foster equitable growth. It reveals a richness of practices that provide a broad and lasting positive impact in terms of equitable economic growth in urban development. One of them shows that collaborative efforts between academia, policy makers, communities, and practitioners can play a crucial role in enriching these debates and processes.
