Grounded on an analysis of informalized labour in the urban economy of Dar es Salaam, Processes of Economic Informalization explores the conceptual politics involved in the political construction of the informal economy – diverse economic activities that are not regulated or protected by the state, now estimated to make up more than sixty per cent of all employment worldwide. The author draws attention to the dynamic political, legal, and social processes shaping the formal-informal boundary. Fundamentally, the book argues that ‘informal economy’ presents a normative and essentially contested concept which is implicated into reconfigurations of legal institutions, labour organization and struggle, and practices of state governance. Based on interviews, ethnographic notes, and a review of policy documents and current academic literature, it illustrates how competing conceptions of the informal economy serve to normalize and justify but also contest specific forms of capitalist accumulation processes and social order. Highlighting the thorny role conceptions of the informal economy play in its construction as well as in its governance, the book makes a timely intervention that challenges conventional positions in the debate on the appropriate regulation of informalized labour. This book will be of interest to students and scholars of global political economy, international relations, labour studies, and development studies. This book showcases issues of work and employment in contemporary India through a critical lens, serving as a systematic, scholarly and rigorous resource which provides an alternate view to the glowing metanarrative of the subcontinent’s ongoing economic growth in today’s globalized world. Critical approaches ensure that divergent and marginalized voices are highlighted, promoting a more measured perspective of entrenched standpoints. In casting social reality differently, a quest for solutions that reshape current dynamics is triggered. The volume spans five thematic areas, subsuming a range of economic sectors. India is a pre-eminent destination for offshoring, underscoring the relevance of global production networks (Theme 1). Yet, the creation of jobs has not transformed employment patterns in the country but rather accentuated informalization and casualization (Theme 2). Indeed, even India’s ICT-related sectors, perceived as mascots of modernity and vehicles for upward mobility, raise questions about the extent of social upgrading (Theme 3). Nonetheless, these various developments have not been accompanied by collective action – instead, there is growing evidence of diminished pluralistic employment relations strategies (Theme 4). Emergent concerns about work and employment such as gestational surrogacy and expatriate experiences attest to the evolving complexities associated with offshoring (Theme 5).

This volume is about why ‘work’ changed to become more precarious around the turn of the century. This happened not just in the developed world but also inside sectors that were demarcated as organized and modern within developing countries like India. In these sectors, unlike the greater part of the Indian economy, insecure jobs were uncommon before winds of change made them normal. This shift had occurred before the great global financial crisis of 2008. Between 2005-8 a survey based on over thousand structured interviews with workers in offices, factories, shops and establishments (below the supervisory rank) in Mumbai was undertaken. This is the innovative segment of the book which tries to measure and quantify some of these changes and their associations. It is designed to investigate the central proposition of the ‘Insecurity Hypothesis’ (IH), which is that the economic risk of increased and global competition was being progressively passed on from the employer to the employee. This was happening through shortened job tenure, erratic remuneration, variable work, contingent employment, and institutional changes that remove or reduce protection, bargaining power of employees in the work place everywhere. The corollary is that widespread and unremitting work (and income related) insecurity is an expedient competitive strategy but a damaging socio-economic phenomenon.
