In der politikwissenschaftlichen Forschung über internationale Beziehun gen nimmt 'Macht' als analytisches Konzept eine Schlüsselstellung ein. Auch bei der Erklärung der U.S.-lateinamerikanischen Beziehungen stand traditionell die Vormacht der Vereinigten Staaten und die Abhängigkeit Lateinamerikas im Mittelpunkt. Das Interpretationspaar 'Hegemonie und Dependenz' scheint aber an Gültigkeit verloren zu haben. Während den USA von vielen Autoren ein 'hegemonialer Niedergang' attestiert wird, stellt sich bei Schwellenländern wie Mexiko und Brasilien die Frage, in wiefern sie sich als 'Mittelmächte' von der Vorherrschaft der USA lösen konnten. In den letzten zehn Jahren gaben Mexiko und Brasilien allerdings ihre Autonomiebestrebungen weitgehend auf und orientieren sich heute stärker an den Erwartungen Washingtons als in den 70er Jahren. Mit den Verein barungen zur nordamerikanischen Freihandelszone NAFT A vollzog Me xiko die Abkehr von früheren Emanzipationsversuchen am deutlichsten. Thema dieses Buches sind die Ursachen für den Wandel von konfliktiver Distanz zu freundschaftlicher Kooperation in den U.S.-mexikanischen und U.S.-brasilianischen Beziehungen. Es soll ein Beitrag geleistet werden (1) zum Verständnis der bilateralen Veränderungen, (2) zur Debatte über die declining hegemony der USA, (3) zur Frage nach größerer Selbständigkeit Mexikos und Brasiliens und (4) zur Weiterentwicklung von Erklärungs modellen internationaler Beziehungen. Grundlage der Untersuchung ist die Analyse der drei Politikbereiche Außenpolitik, Wirtschaft und Sicherheit, das vergleichende Element der zwei Fallstudien und der Versuch einer Erweiterung des Konzepts der 'Macht'.
