This document contains the Report and papers presented at the Regional Workshop on Networking for Improved Access to Fisheries and Aquaculture Information in Africa, which was held in Grahamstown, South Africa, from 3 to 7 November 2003. Eighteen participants from Ghana, Guinea, Kenya, Malawi, Mauritania, Nigeria, Seychelles and South Africa attended the Workshop and presented papers. Fisheries library networking activities were reviewed as a basis for planning future collaboration to improve access to fisheries information and to promote information resources sharing. The summary of priority issues includes improved dissemination of African fisheries publications, full-text online fisheries journals, open source software, network focal points, the use of standard methodologies to enhance information exchange and technology for document delivery. Land reform has been the most challenging social issue for China, which is in transition from an agricultural society to an industrialized country. The sector-wide approach currently dominates as the strategy for developing the agricultural sector of many African countries. Although it is recognized that agricultural research plays a vital role in ensuring success of sectorwide agricultural development strategies, there has been little or no effort to explicitly link the research strategies of the National Agricultural Research System (NARS) in African countries to the research agenda that is articulated in sectorwide agricultural development strategies. This study fills that gap by analyzing the readiness of Malawi’s NARS to respond to the research needs of the national agricultural sector development strategy, namely the Agriculture Sector Wide Approach (ASWAp) program. Results of a social network analysis demonstrate that public agricultural research departments play a central coordinating role in facilitating information sharing, with other actors remaining on the periphery. However, that analysis also shows the important role other actors play in relaying information to a wider network of stakeholders. These secondary information pathways can play a crucial role in ensuring successful implementation of the national agricultural research agenda. Policymakers and managers of public research programs are called upon to integrate other research actors into the mainstream national agricultural research information network. This is vital as other research actors are, at the global level, increasingly taking up a greater role in financing and disseminating research and research results, and in enhancing the scaling up and out of new agricultural technologies.

The integration of desalination into agricultural practices presents a transformative opportunity to address water scarcity in a rapidly changing climate. This guidance document has highlighted the technological advances, agronomic opportunities, economic challenges, environmental impacts and social considerations associated with doing so.Technologically, desalination has evolved significantly, offering viable solutions for both seawater and brackish water, with reverse osmosis leading the way. However, the high costs and energy requirements of desalination remain significant challenges, particularly for widespread agricultural use. Innovations in energy efficiency, brine management, and the potential for resource recovery from brine are promising developments that could lower costs and environmental impacts in the future.Agronomically, desalinated water can support high-value crops, and it has the potential to support food security in regions facing severe water scarcity. However, the unique chemical composition of desalinated water, including low nutrient content and the potential for phytotoxicity, necessitates careful management to avoid adverse effects on soil health and crop productivity. Blending desalinated water with water from other sources and adjusting fertilization practices can mitigate some of these concerns.Economically, the viability of desalination for agriculture depends on the value of the crops being irrigated, the proximity of desalination plants to agricultural lands, and the availability of financing mechanisms. The high cost of desalinated water requires targeted subsidies, public–private partnerships, and innovative financing models to make it accessible and sustainable for farmers, particularly in developing regions. Further research is needed to analyse the costs and benefits of desalination for “strategic” crops in water-scarce areas – such as cereals and animal fodder – which are intended to contribute to food security.Environmental sustainability is a critical consideration, with desalination’s energy intensity and brine disposal posing significant risks. The shift towards renewable energy sources and the development of brine valorization strategies are essential steps towards reducing the environmental footprint of desalination. Moreover, the potential for desalination to contribute to aquifer recharge and prevent overextraction of freshwater resources offers additional environmental benefits.
