Die Entwicklung der internationalen Tourismuswirtschaft in den letzten Jahren zeigt in jedem Fall ein eindeutiges Bild auf soziale und ökonomische Veränderungen – vor allem aber in den entwickelten Ländern. Beispiele dafür sind z.B. die Schaffung von Arbeitsplätzen, das damit verbundene höhere Einkommen und dessen gerechtere Verteilung, die Verbesserung der Infrastruktur und die technologischen Innovationen der Transportindustrie, die letztendlich in Verbindung mit der steigenden Nachfrage zu einer erheblichen Senkung der Reisekosten führten. Diese Veränderungen sorgen bis heute noch für einen anhaltenden Boom in der Reiseindustrie. Im Jahre 1950 gab es lediglich 25 Millionen Ankünfte weltweit, im Jahre 1999 stieg diese Zahl auf 664 Millionen . Die Tourismusbranche wächst unaufhaltsam weiter und es wird damit gerechnet, dass schon im Jahre 2010 die Milliardengrenze bei internationalen Ankünften erreicht wird. Unter Betrachtung dieser Tatsachen stellt sich die Frage, ob auch Entwicklungsländer von diesem „Tourismusboom“ profitieren können. Eine bekannte Äußerung bezüglich dieser Thematik kam von Louis Turner, in der er den internationalen Tourismus als die verheißungsvollste, komplexeste und am wenigsten untersuchte Industrie im Hinblick auf die Probleme der dritten Welt beschreibt . Man kann nicht leugnen, dass der Tourismus eine enorme wirtschaftliche Bedeutung für viele Entwicklungsländer hat und dass das Wachstumspotential in diesem Bereich wesentlich höher ist, als in traditionellen Wirtschaftszweigen. Betrachtet man das jedoch unter dem Aspekt der Umweltverschmutzung, ist eine vorschnelle und positive Beurteilung des Begriffs „Tourismusboom“ nicht angebracht.

Die wachsende Nachfrage und das wachsende Angebot auf dem touristischen Markt haben dazu geführt, dass eine konsequente und einheitliche Positionierung der einzelnen Destinationen unumgänglich geworden ist, um im Wettbewerb zu bestehen. Für eine überzeugende Positionierung ist die Realität im Zielgebiet von hoher Bedeutung. Doch inwieweit kann im Rahmen des Destinationsmanagements überhaupt Einfluss auf die Angebotsgestaltung genommen werden? Birte Heidbreder setzt sich vor diesem Hintergrund kritisch mit den Möglichkeiten und Grenzen von Zertifizierungssystemen auseinander. Zunächst wird das Instrument Gütesiegel in die Handlungsmöglichkeiten des Destinationsmanagements eingeordnet und im weiteren Verlauf anhand von Expertenbefragungen auf dem Reiseveranstaltermarkt ermittelt, inwieweit Gütesiegel bei dieser bedeutenden Gruppe von Abnehmern Berücksichtigung finden. In diesem Zusammenhang zeigt die Autorin am Beispiel des costaricanischen Gütesiegels CST auf, in welche Richtung sich Zertifizierungssysteme entwickeln sollten, um für die Verbraucher nützlich bzw. anwendbar zu sein und damit Einfluss auf die Angebotsgestaltung nehmen zu können. Bei ihrer Betrachtung und ihren Handlungsempfehlungen bleiben auch die hemmenden Faktoren und bestehenden Entwicklungsgrenzen nicht unbeachtet.

The Agroecology movement, as it is named by the famous agronomist and agroecological expert Altieri, has its origins in Latin America. The approach of Agroecology is integrating ecological measures and traditional knowledge into the farming system, aiming to perform agriculture in a more sustainable and also to attain food sovereignty and food security. Regarding to the sheer size of Latin America, several regions are subdivided by having their own sub-movement. By focussing on Costa Rica as part of Central America, this case study aims to give a proper understanding how the Central American movement works. The sub-movement in Central America is called the farmer-to-farmer movement. Here, knowledge and technology are passed on between several farmers within one region, seeing themselves as peer. Trainers, so called promotors are installed, are doing the preparatory work, as they are the link between knowledge and the soon-to-be Agroecological farmers. Workshops are held, and a pre-structuring is given, to enable and simplify the application of Agroecology. CAC can be rather seen as a key methodology, having its origins in Central America. For the Agroecological farmers, the CAC approach is not to be categorised nowhere near Agroecology. CAC is just a method, whereas the farmers are practicing Agroecology as a philosophy. Their philosophy is including culture, traditional practices and community living, together with exchange and political advocacy. Public instruments and structures are not given solely for Agroecology, but for several sustainable agriculture approaches together. A law on Organic Agriculture was implemented in 2007. Organic Agriculture should not be equated to Agroecology. NGOs and public bodies, that are working on the field of sustainable agricultural approaches, are aiming to unite all different systems, e.g. Agroecology and Organic Agriculture. NGOs are aiming mostly for political power, coming with one big movement, while the government is rather interested in the economic aspects of a huge sustainable production. To the farmers, Organic Agriculture was introduced to be a way to gain price premiums, by just adding seals to their product.
