This new book extends Teun A. van Dijk’s earlier research on discursive racism to the Latin world. He presents a first inventory of elite discourse and racism in Spain and Latin America by examining discursive reactions in Spain to recent immigration, as well as age-old racism and ethnicism in text and talk in Latin America (especially Mexico, Brazil, Argentina and Chile). Through careful analysis of the media, political discourse, textbooks and other public discourses in these countries he shows that discursive euro-racism is ubiquitous also in countries outside Europe. Spain reproduces, but as yet in a less radical way, the kind of racist discourse we find elsewhere in Western Europe. In Latin America, ethnicism and racism against the indigenous peoples and against Afrolatins has prevailed in elite discourse since colonialism and slavery. This is the first integrated study of discursive racism in the Latin world and provides a useful framework for similar research.

The &“disappearance&” and torture of many people during the worst days of the authoritarian regimes that ruled many Latin American countries in the 1970s have been well documented and widely condemned as abuses of human rights. Less well known is what has become of the movements for human rights once democratic governments were restored in these countries. In this book, Michelle Bonner reveals how the defense of human rights continues today, taking Argentina as her primary example (with comparison to Chile in the final chapter). Bonner shows that the role of women&—viewed as protectors of the family&—is key to understanding how human rights movements have evolved. Moreover, the continuity of the &“historical frames&” used to legitimate their activity is an essential element in the success of their efforts, even while the claimed abuse has changed from the political repression undertaken by the dictators&’ minions to the economic hardships created by market inequities resulting from neoliberal policies. Based on extensive field research and providing a long historical view extending from colonial times to the present, this study compares the activities of the ten most prominent human rights organizations in Argentina and assesses the responses of both state and society.

Universal human rights standards were adopted in 1948, but in the 1970s and 1980s, violent dictatorships in Argentina and Chile flagrantly defied the new protocols. Chilean general Augusto Pinochet and the Argentine military employed state terrorism in their quest to eradicate Marxism and other forms of “subversion.” Pinochet constructed an iron shield of impunity for himself and the military in Chile, while in Argentina, military pressure resulted in laws preventing prosecution for past human rights violations. When democracy was reestablished in both countries by 1990, justice for crimes against humanity seemed beyond reach. Thomas C. Wright examines how persistent advocacy by domestic and international human rights groups, evolving legal environments, unanticipated events that impacted public opinion, and eventual changes in military leadership led to a situation unique in the world—the stripping of impunity not only from a select number of commanders of the repression but from all those involved in state terrorism in Chile and Argentina. This has resulted in trials conducted by national courts, without United Nations or executive branch direction, in which hundreds of former repressors have been convicted and many more are indicted or undergoing trial. Impunity, Human Rights, and Democracy draws on extensive research, including interviews, to trace the erosion and collapse of the former repressors’ impunity—a triumph for human rights advocates that has begun to inspire authorities in other Latin American countries, including Peru, Uruguay, Brazil, and Guatemala, to investigate past human rights violations and prosecute their perpetrators.
