Providing a reliable and resilient supply of electric power to communities across the United States has always posed a complex challenge. Utilities must support daily operations to serve a diverse array of customers across a heterogeneous landscape while simultaneously investing in infrastructure to meet future needs, all while juggling an enormous array of competing priorities influenced by costs, capabilities, environmental and social impacts, regulatory requirements, and consumer preferences. A rapid pace of change in technologies, policies and priorities, and consumer needs and behaviors has further compounded this challenge in recent years. The National Academies of Sciences, Engineering, and Medicine convened a workshop on February 3, 2020 to explore strategies for incorporating new technologies, planning and operating strategies, business models, and architectures in the U.S. electric power system. Speakers and participants from industry, government, and academia discussed available models for long-term transmission and distribution planning, as well as the broader context of how these models are used and future opportunities and needs. This publication summarizes the presentations and discussions from the workshop.

In recent years, the U.S. federal government has invested approximately $463 billion annually in interventions that affect the overall health and well-being of children and youth, while state and local budgets have devoted almost double that amount. The potential returns on these investments may not only be substantial but also have long-lasting effects for individuals and succeeding generations of their families. Ideally, those tasked with making these investments would have available to them the evidence needed to determine the cost of all required resources to fully implement and sustain each intervention, the expected returns of the investment, to what extent these returns can be measured in monetary or nonmonetary terms, and who will receive the returns and when. As a result of a number of challenges, however, such evidence may not be effectively produced or applied. Low-quality evidence and/or a failure to consider the context in which the evidence will be used may weaken society's ability to invest wisely, and also reduce future demand for this and other types of evidence. Advancing the Power of Economic Evidence to Inform Investments in Children, Youth, and Families highlights the potential for economic evidence to inform investment decisions for interventions that support the overall health and well-being of children, youth, and families. This report describes challenges to the optimal use of economic evidence, and offers recommendations to stakeholders to promote a lasting improvement in its quality, utility, and use.

The Message of POWER SHIFT: Fed up with politics-as-usual? Most Canadians are. They (83%) want their MP to represent them and not a party in the House of Commons. Political parties, however, do not consider reforms that would shift significant power from them to citizens. Professor Lyon, breaking the party silence, speaks strongly in support of the interests of his fellow citizens. Drawing on years of experience as a political activist and political scientist, he shows both why and how the desire of Canadians for this new form of representation should be acted on, now. He does this by presenting readers with a detailed model of the new politics. He argues that adopting the model would establish the close collaborative relationship of citizens, their MPs, cabinet and civil servants needed to strengthen the performance of government. Professor Lyon urges politicians to respect the desire of citizens for fundamental change. Party politics is, he states, l9th century politics, and fails to meet the needs of today. Citizen politics for the 21st century is what he proposes and, he argues, Canada stands on the cusp of making the change to them.

As Sino-US relations have deteriorated, concerns have grown in Washington over its ability to defeat China in a major conflict. A conflict between such peer competitors would likely become a protracted war of attrition drawing on all dimensions of national power, but this reality has yet to receive a sufficient degree of analytical attention. In this Adelphi book, Iskander Rehman provides a historically informed and empirically grounded study of protracted great-power war, its core drivers and characteristics, and an examination of the elements that have most often determined a competitor’s long-term strategic performance. Final victory in a protracted conflict, this book argues, rests on a combination of three core factors: a state’s military effectiveness and adaptability, its socio-economic power and resiliency, and the soundness of its alliance management and grand strategy. A detailed analysis of the contemporary Sino-US rivalry assesses how both parties might fare in the event of a protracted war, while highlighting some of its key differentiating aspects – most notably its nuclear and cyber dimensions.
