“There is more than enough water in the world for domestic purposes, for agriculture and for industry. (...) In short, scarcity is manufactured through political processes and institutions (...). ” (United Nations Human Development Report 2006: 3) Water scarcity, water crisis, water wars – since the beginning of the 1990s these terms have appeared again and again in scientific debates, political strategies, and media reports. Water is perceived as a scarce resource that needs efficient management in order to satisfy all needs and to prevent violent conflicts over its distribution. Considerable research has been devoted to this topic. In this research, water is commonly referred to as a common pool resource: a n- excludable public good with rivalry in terms of consumption. Hence, research has long focused on collective action problems in managing this common pool resource (e. g. Ostrom 1990, 1992). In recent years, anthropological and sociological scholars in particular have criticized that in these studies the complexity of water, its embeddedness in a wider cultural and social c- text, and the role of power have been neglected. Water is different from other natural - sources in some important aspects: its mobility, its variability, and its multiplicity (Mehta 2006: 2f; Linton 2006: [10]). Mobility makes ownership claims difficult: Water moves, transcending state borders, not fixed like other resources. Variability refers to the fact that its availability varies temporarily, depending on weather conditions.

Despite the so-called Third Wave of Democratization, many autocracies have been resilient in the face of political change. Moreover, many of the transition processes that could be included in the Third Wave have reached a standstill, or, at the very least, have taken a turn for the worse, leading sometimes to new forms of non-democratic regimes. As a result of these developments, the research on autocracies has experienced a revival in recent times. This unique two-volume work aims at taking stock of recent research and providing new conceptual, theoretical, and empirical insights into autocratic rule in the early twenty-first century. It is organized into two parts. The contributions in this first volume analyse the trajectories, manifestations and perspectives of non-democratic rule in general and autocratic rule in particular. The studies in this volume originated from an international conference on 'Community, Identity and the State' held at Tel Aviv University in 2001. The first two chapters examine whether modernisation, Westernisation and democratisation are identical, and whether democracy is connected to a certain, specific type of social structure. The Routledge Handbook of Comparative Political Institutions (HCPI) is designed to serve as a comprehensive reference guide to our accumulated knowledge and the cutting edge of scholarship about political institutions in the comparative context. It differs from existing handbooks in that it focuses squarely on institutions but also discusses how they intersect with the study of mass behaviour and explain important outcomes, drawing on the perspective of comparative politics.
