Contemporary forms of infrastructural development herald alternative futures through their incorporation of digital technologies, mobile capital, international politics and the promises and fears of enhanced connectivity. This book aims to analyze two contrasting trends of integration and rivalry among great powers and regional states of Himalaya. Frontiers are "wild." The frontier is a zone of interaction between distinct polities, peoples, languages, ecosystems and economies, but how do these frontier spaces develop? If the frontier is shaped by the policing of borders by the modern-nation state, then what kind of zones, regions or cultural areas are created around borders? This book provides 16 different case studies of frontiers in Asia and Latin America by interdisciplinary scholars, charting the first steps toward a transnational and transcontinental history of social development in the borderlands of two continents. Transnationalism provides a shared focus for the contributions, drawing upon diverse theoretical perspectives to examine the place-making projects of nation states. Through the lenses of different scales and time frames, the contributors examine the social processes of frontier life, and how the frontiers have been created through the exertions of nation-states to control marginal or borderland peoples. The most significant cases of industrialization, resource extraction and colonization projects in Asia and Latin America are examined in this book reveal the incompleteness of frontiers as modernist spatial projects, but also their creativity - as sources of new social patterns, new human adaptations, and new cultural outlooks and ways of confronting power and privilege. The incompleteness of frontiers does not detract from their power to move ideas, peoples and practices across borders both territorial and conceptual. In bringing together Asian and Latin American cases of frontier-making, this book points toward a comparativist and cosmopolitan approach in the study of statecraft and modernity. Institutional constraints and weak capacity often hamper the ability of local governments in developing countries to steer urbanization. As a result, there are not enough cities to accommodate an unabated rural-urban migration and many of those that exist are messy, sprawling, and disconnected. The flipside is the emergence of entire cities--more than gated communities or industrial parks--led in whole or in part by private actors. To date, little systematic research has been conducted on the conditions that are necessary for such unusual entities to emerge, on the roles played by private actors, or on the consequences for efficiency and equity. 'Private Cities: Outstanding Examples from Developing Countries and Their Implications for Urban Policy' aims to fill this gap. Using an analytical framework that draws on urban economics and political science, it includes inventories of private cities in the Arab Republic of Egypt, India, Indonesia, and Pakistan and provides structured reviews of 14outstanding examples across all developing regions. Nongovernment actors turn out to be diverse--they include not only major companiesand large developers but also business associations, civil society organizations, and even foreign countries. The way local governments interact with these nongovernment actors varies as well, from deliberate neglect to joint ventures. Private actors take on some--but not all--local government functions, while at times embracing unconventional roles. And while private cities tend to be economically successful, they can lead to environmental degradation, social segregation, and even institutional secession. Increasing the capacity of local governments in developing countries will take time.Along the way, inefficient spatial development patterns may be locked in. There is a case for selectively tapping into the comparative advantage of significant private actors while actively using policy tools to avoid the potential shortcomings. In the spirit of a publicprivate partnership for urbanization, land value capture would be at the center of this approach.

Over the last several decades, life in Lahore has been undergoing profound transformations, from rapid and uneven urbanization to expanding state institutions and informal economies. What do these transformations look like if viewed from the lens of waste materials and the lives of those who toil with them? In Lahore, like in many parts of Pakistan and South Asia, waste workers—whether municipal employees or informal laborers—are drawn from low- or noncaste (Dalit) groups and dispose the collective refuse of the city's 11 million inhabitants. Bringing workers into contact with potentially polluting materials reinforces their stigmatization and marginalization, and yet, their work allows life to go on across Lahore and beyond. This historical and ethnographic account examines how waste work has been central to organizing and transforming the city of Lahore—its landscape, infrastructures, and life—across historical moments, from the colonial period to the present. Building upon conversations about changing configurations of work and labor under capitalism, and utilizing a theoretical framework of reproduction, Waqas H. Butt traces how forms of life in Punjab, organized around caste-based relations, have become embedded in infrastructures across Pakistan, making them crucial to numerous processes unfolding at distinct scales. Life Beyond Waste maintains that processes reproducing life in a city like Lahore must be critically assessed along the lines of caste, class, and religion, which have been constitutive features of urbanization across South Asia.

Politics of Socio-Spatial Transformation in Pakistan analyses the relationship between socio-spatial transformation, styles of leadership and nature of constituents in Pakistan. It examines the way social change influences politics and leadership in its most populated province. Offering a unique viewpoint to study the relationship between politics and social change by examining the nature of relationship between leaders and their constituents, the author introduces the concept of Gradients of Engagements. The book describes the way values of engagement (Talluq) and styles of leadership mediate engagements among politicians, citizens and state bureaucracy in villages and small towns of Pakistani Punjab. Starting with the mapping of socio-economic and spatio-demographic non-metropolitan locales, the book illustrates the centrality of the processes of "rurbanization" and "governmentalization". It points out how political leaders mediate these processes, personal and public demands of their constituents’ invoking claims or representativeness and public service. The author breaks engagements between leaders and constituents into four gradients of representation (elections), public service delivery (development), everyday problem-solving (governance) and collective action, thus providing a contextualized and grounded comprehension of the process democratization and its substantive and performative aspects.
