Depuis quelques dizaines d’années, les pays en développement riches en ressources naturelles utilisent ces dernières en tant que garanties pour obtenir accès à des sources de financement pour leurs investissements et contourner les obstacles qu’ils rencontrent lorsqu’ils s’efforcent d’obtenir des prêts traditionnels auprès des banques ou des capitaux sur les marchés financiers. Différents modèles de financement sont issus de ces efforts, parmi lesquels le modèle des infrastructures financées par des ressources naturelles (IFR) qui est une variante des modèles de prêts garantis par le pétrole lancés en Afrique par plusieurs banques occidentales. Dans le cadre d’une transaction basée sur le modèle des infrastructures financées par des ressources naturelles (IFR), un prêt contracté pour financer la construction immédiate d’une infrastructure est garanti par la valeur actuelle nette de flux de revenus qui seront générés à l’avenir par l’extraction d’hydrocarbures ou de minerais. Le modèle a été employé dans plusieurs pays africains pour des contrats d’une valeur totale de l’ordre de 30 milliards de dollars, selon des informations publiques. Ce rapport, qui se compose d’une étude préparée par Hunton & Williams LLP, spécialiste du financement de projets à l’échelle mondiale, et de commentaires formulés par six économistes et décideurs de réputation internationale présente une analyse des marchés d’infrastructures financées par des ressources naturelles (IFR) sous l’angle du financement de projets. Il a pour objet de provoquer une réflexion de fond et de servir de base à de nouveaux travaux de recherche sur le rôle du modèle IFR, les risques qu’il pose et les perspectives qu’il offre, sans pour autant prétendre présenter des opinons des contrats IFR qui auraient l’aval de la Banque mondiale. Il est le fruit d’un effort motivé par la conviction que, si les pays doivent continuer de solliciter des transactions IFR ou de recevoir des propositions spontanées, il incombe aux représentants de l’État de pouvoir faire la différence entre de bonnes et de mauvaises opérations, d’évaluer les compromis qui sont inévitables, et d’agir en conséquence. Ce rapport vise à apporter certains éclairages qui permettront de déterminer comment assujettir, dans le cadre de la politique publique, les transactions IFR au même degré d’examen que tout autre instrument que les autorités de pays à faible revenu ou à revenu intermédiaire (tranche inférieure) pourraient souhaiter utiliser pour mobiliser des financements à l’appui du développement.

In recent decades, resource-rich developing countries have been using their natural resources as collateral to access sources of finance for investment, countervailing the barriers they face when accessing conventional bank lending and capital markets. One of the financing models that have emerged as a result is the Resource Financed Infrastructure (RFI) model, a derivation of previous oil-backed lending models pioneered by several Western banks in Africa. Under a Resource Financed Infrastructure (RFI) arrangement, a loan for current infrastructure construction is securitized against the net present value of a future revenue stream from oil or mineral extraction. The model has been applied in several African countries, for a cumulative contract value of approximately $30 billion, according to publically available sources. This report, consisting of a study prepared by global project finance specialists Hunton & Williams LLP and comments from six internationally reputed economists and policy makers, provides an analytical discussion of resource-financed infrastructure (RFI) contracting from a project finance perspective. The report is meant as a forum for in-depth discussion and as a basis for further research into RFI’s role, risks, and potential, without any intention to present a World Bank–supported view on RFI contracting. It is motivated by the conviction that if countries are to continue to either seek RFI or receive unsolicited RFI proposals, there is an onus on public officials to discern bad deals from good, to judge unavoidable trade-offs, and to act accordingly. The report aims to provide a basis for developing insights on how RFI deals can be made subject to the same degree of public policy scrutiny as any other instrument through which a government of a low- or lower-middle-income country might seek to mobilize development finance.

Public resources - if invested well in public infrastructure and services - can catalyze private and community efforts and unleash an inclusive growth and development process. But public investment attracts political interest, usually of the kind that undermines efficiency. Too often public projects are poorly designed, under-funded, long-delayed, or badly implemented, with little benefit to the population. This is a critical challenge for many countries, both rich and poor. Paradoxically, some countries are even unable to spend their limited investment budgets while others lack “shovel ready” projects for a fiscal stimulus. The quality of institutions is fundamental. This book identifies eight key institutional features that countries need to adopt to ensure that public investments support growth and development. Very broadly, the eight stages correspond to a disciplined system for guiding, appraising, reviewing and selecting projects that are most likely to stimulate inclusive development, and following through to ensure that they are implemented, adjusted, operated and evaluated to deliver the public services that citizens and the private sector expect. A review of over 30 countries suggests that these eight features are present in all countries that manage resources efficiently but most countries are missing key features. Not surprisingly, those weaknesses contribute to poor investment and development outcomes. Strengthening institutions for public investment management is critical to developmental success. This book provides a clear, non-technical discussion on approaches to improving project appraisal, dealing with uncertainty (an issue that is likely to grow in importance with the effects of climate change), integrating procurement skills into project design and implementation, and of managing the decision on public private partnerships. By providing a simple but comprehensive framework and global experience, the book provides policy makers the guidance to adopt good functional principles in the design of institutions to strengthen public investment management.
