This report summarizes the proceedings of UNICEF's Global Innocenti Seminar on "Achieving Gender Equality in Families: The Role of Males." The seminar examined how, as more women become economic providers for families, the role of males in families needs to develop new dimensions so that they can contribute to improved health and education of children, to making women's roles more equitable, and to increasing stability of families. Seminar topics included the following: (1) "Introduction: The Importance of Men in Achieving Gender Equality in Families," stressing the inadequacy of an exclusive focus on women; (2) "The Ongoing Struggle to Define Gender Equality," pointing out historical reasons that gender policy has focused on women; (3) "Gender Roles: How Do They Affect the Child?"; (4) "Social Change and the Loss of the Traditional Family"; (5)"The 'New Man': Male Caretakers and Gender Equality"; (6) "Family Life Cycles: Family, School and Adolescence"; (7) "The Media as Socializer of Gender Roles," detailing the pervasive and demeaning nature of the media; (8) "The Challenge of Programming for Gender Equality: How To Involve Males"; (9) "What Can UNICEF and Others Do?"; and (10) "Recommendations," including suggestions to focus more analysis on the roles of males, developing a life cycle approach for boys as well as girls, and adapting existing policy on gender. A writeup "Incorporating the Role of Fathers in the Situation Analysis: Cape Verde," sample workplans, and a five-item suggested reading list are included in the Appendices. (BGC)

The main recommendations of the seminar on street and working children held during February 15-25, 1993, in Florence are: special efforts must be made to document the situation of the "invisible" working children ; a multidisciplinary, multisectoral approach should be adopted ; both family- and community-based activities are needed ; gender must be considered in all situation analyses and program and project interventions ; health actions as well as education can be important entry points for comprehensive programs ; primary health care delivered to children living on the streets is an important, noninstitutional approach ; mechanisms to reinforce collaboration at the international and national level between UNICEF, ILO, UNESCO, WHO, and nongovernmental organizations are needed ; policy development, planning, and programming as well as advocacy need to be advanced under the umbrella of the 1989 Convention on the Rights of the Child ; child labor and the status of laws and law enforcement concerning child labor need constant review and advocacy by all partners within an international framework ; activities to promote public awareness concerning the realities of child exploitation are needed via the media and by other means ; children need to be involved in all stages of the analytical and programmatic process ; and a grand alliance of partners working for group and individual rights is needed to work on behalf of working children.

The United Nations Convention on the Rights of the Child 1989 is one of the most highly ratified human rights treaties in the world, with 192 states currently signed up to it. Article Twelve is fundamental to the Convention and states that all children capable of forming views have the right to express those views, and recognises that all children have the right to be heard in any judicial and administrative proceedings affecting them. This book considers one of the main umbrella articles of the Convention on the Rights of the Child: Article 4, dealing with the concept of the obligations of the States Parties to meet their commitments `to the maximum extent of their available resources and, where needed, within the framework of international cooperation'. The importance is emphasized of a broad interpretation of societal `resources', going well beyond the severely limited finances of governments in most developing countries and extending both to the international (official and non-governmental) levels and to the expanding civil societies of these nations. `Resources' are broadly defined to include human, technological, cultural and organizational capabilities as well as conventional economic resources. The thematic chapters give many examples of how such `resources' can be effectively mobilized for children, including the areas of education, health, nutrition and child labour.
