Since it emerged at the start of the decade, the ecosystem model of Martin Fransman (Fransman, 2010) has been widely applied to understand innovative processes within the information and communication technology (ICT) sector - see, for example, Binsfeld, Whalley, & Pugalis (2017b). The framework has recently been updated (Fransman, 2018) so that an innovation ecosystem is defined as "of a group of interdependent players and processes who together through their interactions, make innovation happen". He has also proposed a deeper examination of the dynamics of how innovation happens within innovation systems, and who is in charge of making innovation happen. This paper seeks to apply this evolved understanding of innovative processes to Luxembourg. More specifically, the paper will describe and comment about the evolution of the ICT ecosystem in recent years. The paper will also present and reflect on a series of recent government initiatives that have been launched with the intention of stimulating the development of the ecosystem. Through such an approach, we will demonstrate the pivotal role played by the government as the main driver behind innovation in the ecosystem. The paper also outlines Luxembourg's national skills strategy and explores the degree to which these various initiatives may be integrated together.

This book is about geography, economics, society, and innovation. Why did different regions evolve in different ways? What caused economic priorities and activities to go in one direction or another? The author believes that happenstance played a relatively minor role in this process. There were and are driving forces, as well as success factors. In each ecosystem, ambitious immigrants arrived, displaced native populations, and proceeded to develop and exploit the geography of their ecosystem, which included leveraging water resources for transportation, commerce, irrigation, etc. They often invented the means of development and exploitation, unfortunately including slavery, but also various technical methods, tools, and devices. Inventions that became innovations enabled industries, revenues, profits, and economic growth, initially for the ecosystem and then more broadly. The impacts of geography and economics are profound. Available resources strongly affect the options available for sustainable economic growth. This growth is fueled by technological innovations that are significantly affected by the physical, economic, and social characteristics of the ecosystem of interest. The eight case studies in this book illustrate how patterns of these characteristics impact innovation. They also depict changes over centuries, rather than just decades or years. Today’s crises are often just blips in the ongoing evolution of an innovation ecosystem. While we New Zealanders live off the cow's back, our long-term economic prognosis looks grim. Our economic growth lags behind Australia and other countries in the OECD. Our universities fall each year in international rankings. We export 24 per cent of our university graduates. The country's lack-lustre economic performance following the free-market reforms of the 1980s is often cast as a paradox: why haven't sound economic policies led to growth? In this book two of New Zealand's leading thinkers tell us to 'get off the grass!' - and explain how we might do so. Shuan Hendy and Paul Callaghan argue that the New Zealand 'paradox' can be explained by our struggle to innovate. On a per-capita basis, OECD countries on average produce four times as many patents as New Zealand. Why is this? What determines a country's capacity for innovation? This case-study comparative analysis focuses on five different Place-based Innovation Ecosystems in four countries of the European Union (namely Espoo in Finland, Barcelona in Spain, Gothenburg in Sweden and Ljubljana in Slovenia) and one in the United States of America (Boston) and seeks to generate scientific evidence for the future development of the European Union policies related to innovation in the context of regional and urban innovation ecosystems, emphasising the importance of the place-based dimension of innovation for the purpose of local economic transformation. All five selected and presented Place-based Innovation Ecosystems have been individually synthesised, analysed and compared based on common dimensions of analysis. These results allowed - as a first theoretical approximation to a specific typology - to define five different models of Place-based Innovation Ecosystems, with the potential to serve as an indicative reference for the development of other EU (and non-EU) cases. In conclusion, this study evidences a high complexity of innovation ecosystems with different levels of implementation of the Quadruple Helix Model and different kind of interrelations with Smart Specialisation Strategies and their inherent Entrepreneurial Discovery Processes. Orchestrators and main key-players play an essential role in the governance of the innovation ecosystems, performing a leadership role concerning local, regional, national and international innovation-related policy agendas. This leadership, talent attraction and retaining, the presence of research and innovation infrastructure, complementary system stakeholders and internationalisation were detected as core elements for successful local and regional innovation ecosystems.
