This case-study comparative analysis focuses on five different Place-based Innovation Ecosystems in four countries of the European Union (namely Espoo in Finland, Barcelona in Spain, Gothenburg in Sweden and Ljubljana in Slovenia) and one in the United States of America (Boston) and seeks to generate scientific evidence for the future development of the European Union policies related to innovation in the context of regional and urban innovation ecosystems, emphasising the importance of the place-based dimension of innovation for the purpose of local economic transformation. All five selected and presented Place-based Innovation Ecosystems have been individually synthesised, analysed and compared based on common dimensions of analysis. These results allowed - as a first theoretical approximation to a specific typology - to define five different models of Place-based Innovation Ecosystems, with the potential to serve as an indicative reference for the development of other EU (and non-EU) cases. In conclusion, this study evidences a high complexity of innovation ecosystems with different levels of implementation of the Quadruple Helix Model and different kind of interrelations with Smart Specialisation Strategies and their inherent Entrepreneurial Discovery Processes. Orchestrators and main key-players play an essential role in the governance of the innovation ecosystems, performing a leadership role concerning local, regional, national and international innovation-related policy agendas. This leadership, talent attraction and retaining, the presence of research and innovation infrastructure, complementary system stakeholders and internationalisation were detected as core elements for successful local and regional innovation ecosystems.

This case study focuses on Ljubljana/ Slovenia's start-up ecosystem and its main actors and orchestrators (or "innovation process entrepreneurs") like the Technology Park Ljubljana. While Slovenia has kept its place as a strong innovator (EIS, 2017), the only CEEC in this group, it lacks an effective governance structure for research and innovation and true collaboration between actors. Taking advice from more experienced countries and applying policy and funding instruments prescribed by the EU could have speeded up the process of developing a more advanced innovation system, but frequent changes of the instruments and the support provided to different stakeholders did not help. Against this background, one of the interesting phenomena that can be observed in Ljubljana's start-up environment is a growth of various kinds of new initiatives, some bottom-up from entrepreneurial activity, others stimulated by public policy, but all aimed at providing stimulating support to start-ups, from co-working spaces, geek house, Hackathon, etc. All together they create a dynamic network, which spreads beyond Ljubljana's Region across Slovenia, but also much wider across Western Balkans and to EU and USA. This network is developing in parallel, with or without the support of formal institutions and/or governmental support.

This report presents a methodology to describe and assess place-based innovation ecosystems. The methodology is based upon a two-step qualitative and qualitative approach and the key performance indicators have been targeted to assess place-based Mobility Innovation Ecosystems. The geographical area is limited to metropolitan areas of cities, while the thematic focus is on emerging mobility business models. The methodology has been tested on five diverse case studies (Barcelona, Graz, Malta, Prague and Vigo) and confirms the adequacy and usefulness of the approach. It also determines the strengths and weaknesses of each ecosystem and offers valuable insights with regard to the ecosystem's positioning on emerging mobility business trends. Comparing the differences and commonalties of the five case studies, we can deduce a number of best practices and recommendations for policy makers. Finally, we outline to the steps to take to assess the viability to turn separate ecosystems into a networked system of ecosystems.

Motivated by the establishment of major U.S. Federal programs seeking to harness the potential of regional innovation ecosystems, we assess the promise and challenges of place-based innovation policy interventions. Relative to traditional research grants, place-based innovation policy interventions are not directed toward a specific research project but rather aim to reshape interactions among researchers and other stakeholders within a given geographic location. The most recent such policy - the NSF "Engines" program - is designed to enhance the productivity and impact of the investments made within a given regional innovation ecosystem. The impact of such an intervention depends on whether, in its implementation, it induces change in the behavior of individuals and the ways in which knowledge is distributed and translated within that ecosystem. While this logic is straightforward, from it follows an important insight: innovation ecosystem interventions - Engines -- are more likely to succeed when they account for the current state of a given regional ecosystem (latent capacities, current bottlenecks, and economic and institutional constraints) and when they involve extended commitments by multiple stakeholders within that ecosystem. We synthesize the logic, key dependencies, and opportunities for real-time assessment and course correction for these place-based innovation policy interventions.

There is a revival in the automotive sector in West Sweden, whereby several new companies set around the vehicle industry are attracting fresh capital and expertise into the region. An increasingly dynamic entrepreneurial ecosystem is generating new innovation intermediaries who provide added-value functions. The emergence of these innovation intermediaries is being driven by political, market-related, socio-cultural, relational and technological factors. These include societal challenges and trends that drive political interest, such as environmental issues and climate change. There is also a political interest in adapting to globalisation, to secure regional competitiveness and resilience. New technology developments include the electrification of vehicles, automation and connected vehicles. This is driving an interest from industry and academia in attracting talent and securing competences. There is also a tradition and experience of collaboration in the region. Volvo Group (AB Volvo) and Volvo Cars are very interested in continuing to nurture the regional ecosystem, by attracting other companies to the region. Civil society is eventually involved in the innovation ecosystem as user of technology, where user behaviour is analysed as an input to development processes. A common view among respondents is that it should be the needs of the stakeholders to drive the setting-up of innovation support actors or collaborative projects. These initiatives should support not only single companies but also many actors in the system, and be conducive to collaborative activities.

In the past years, the European Commission launched three thematic Smart Specialisation platforms to support interregional collaborations and to support European Union regions committed to co-invest jointly in strategic growth areas. The bottom up component in this process has resulted in a wide variety of industry-scientific partnerships at regional and transnational levels. These networks include regions, which are very different in terms of innovation ecosystems, but nevertheless connected through shared thematic focus enabling transnational processes of innovation. This paper explains how interregional partnerships build on the efforts and results achieved in national and regional research and innovation strategies for Smart Specialisation and how, as a result of this, new European innovation ecosystems are emerging. With reference to existing literature and experiences so far, the paper outlines a conceptual framework of how transnational cooperation may strengthen regional place-based development strategies and improve regional innovation capabilities. Key analytical concepts are proximity, knowledge complexity, entrepreneurial discovery processes, stakeholder analysis and cluster emergence.

Cities and regions across the world have embarked on designing and implementing place-based economic development strategies for clustering innovation and entrepreneurship. This rising trend can be seen in the proliferation of Innovation Districts and Regional Innovation Ecosystems across many metropolitan regions in the US, Europe, and cities in the Global South. While many of these strategies rely heavily on urban physical transformation, most of them are the manifestation of a well-defined economic development policy that has been proven conducive to rising inequality. Moreover, the policies designed for territorializing innovation through regional ecosystems have prioritized wealth creation in ways that ladders of opportunity are only accessible to specific sectors of society. In turn, this has contributed to increasing inequality and disproportionately affected minorities and disenfranchised communities. Together with the negative consequences of skill-biased technological change and its profound impact on labor, the proliferation of strategies for clustering innovation have also created challenges in spatial and socioeconomic segregation in regions. Using the case of the Basque Country in Spain, this thesis examines the conditions that have enabled the establishment of a successful regional innovation ecosystem while advancing economic democracy at the same time. By examining the political economy of Basque economic development planning, the emergence of cooperative networks of firms such as Mondragon, and the local social and cultural, enabling factors, this thesis will produce a set of recommendations to policymakers and practitioners engaged in developing regional innovation ecosystems.

This book is the first collection of scholarly writings on science and technology parks (STPs) that has an international perspective. It explores concrete ways to systematically collect information on public and private organizations related to their support of and activities in STPs, including incubation to start-up and scale-up, and collaborations with centers of knowledge creation.
