Economic development has cyclical dynamics and long-term dynamics – the latter are typically related to demographical changes, innovation and long-term insti- tional changes in open economies. Financial markets – that means mainly capital markets – and labor markets are affected in OECD countries both by innovations and institutional reforms. As regards demographics ageing is a typical challenge on both sides of the Atlantic, and pension reforms in industrialized countries have placed greater emphasis on capital markets than in previous decades. Innovation dynamics certainly are also quite important for all high wage OECD countries. The Lisbon Agenda has put particular emphasis on more growth, higher innovation dynamics and better exploitation of the advantages of a digitally networked society. Traditionally, the US has a lead in global innovations, and the US policy certainly has contributed to the American technological leadership. There still is a per capita income gap in favor of the US and the US labor market situation also looks relatively favorable, but in the ?ve years since 2001 employment growth in the euro area was higher than that of the US. The euro area is, however, a rather heterogeneous set of countries which differ in terms of institutions, attitudes and reform progress – and everywhere governments are aware that there have to be reforms, not least in the context of globalization which bring a more complex and dynamic spatial structure of value-added.

Foreword TAKE 2016 is a dream that came true. In about six months, a group of friends and colleagues put together in an upcoming and very dynamic university a conference with 9 streams, 3 keynotes, and 3 special sessions. 60 papers presented, 6 posters and around 80 participants from 20 countries. This is awesome! I would like to deeply thank Aveiro University, the GOVCOPP research centre, the conference committee, the keynote speakers, the special session convenors, the stream leaders, the reviewers, the authors, and the administrative people for all their work and support. I want to have two special words one for Blazenka Knezevic without whom the website would not have been possible, the other for Gaby Neumann for work in these Proceedings. Scientifically, TAKE seems to be as important and new and far reaching. We don’t have shortage of models regarding the knowledge economy but we decisively lack to explore the relation between theory and practice. TAKE is a step in exploring that difference. We know that “Exact sciences find the best answers and social sciences give the best questions” (J.C. Spender) and we also know that “Knowledge Management is more preached by scholars than done by practitioners” (Aino Kianto). We assume the first idea and try to overcome the second. In today’s complex and interconnected world, scholars of international relations seek to better understand challenges spurred by intensified global communication and interaction. Gabriella Paár-Jákli's study aims to advance theory and practice by examining the networks used by specialists in North America and Europe to achieve their policy goals in the area of science and technology. Her book suggests that to overcome policy problems transnationally, three critical factors should be considered. First, as science and technology policy becomes increasingly critical to resolving global issues, it should be regarded as an integral element of the foreign policy process. Second, as liberal international relations theory argues, the increasing role of NGOs must be taken seriously alongside states as vital agents of policy reform. Third, as transatlantic relations remain center to maintaining the global order, they must be reconsidered. Paar-Jakli assesses the role of digital networks as facilitators of regional cooperation. Utilizing various techniques of social network analysis, her research indicates an active and structurally discernible network in cyberspace among transatlantic organizations, and demonstrates the role of virtual networks as facilitators of cooperative arrangements in transatlantic relations. Economic globalization has intensified since the 1980s and created faster channels of international interdependence and an accelerating technology race. This report by the European Union Committee examines the progress of the European Union in initiating a strategy for jobs and growth across the Community as a whole. The background to this report stems from the Spring European Council meeting in 2000, in Lisbon, and the launch of an economic reform agenda. The Committee observes that since the "Lisbon Agenda", little progress has been made and the performance of many of the larger European economies has been poor. The Committee has noted that certain worrying signs of protectionist behaviour have developed, especially regarding barriers of cross border mergers. The EU has recognized this weak performance and the Agenda was relaunched in 2005, with a greater focus on the key economic priorities of more growth and jobs. Also, all Member States are now required to produce an annual National Action Plan highlighting the policies being pursued to improve economic growth and increase employment. The Committee sets out a number of recommendations to further push forward the priorities of growth and jobs, including: that the Commission should seek to complete the progress towards an internal market; that Member States should influence one another in the development of good practice through statistical comparison of their economic progress, and agree on quantifiable targets; that the format of the National Action Plans should include not only the successes, but where countries are underperforming; that the Agenda be given a higher public profile.
