The present Innovation Union Competitiveness report monitors progress towards the EU and national R & D headline targets and provides economic evidence and analysis to underpin EU and national policy making in support of Innovation Union. It aims to complement the overall review of Europe 2020 targets in the European Commission Annual Growth Survey by offering a deeper perspective on R & D intensity targets at EU and national level and presenting evidence on the dynamics of knowledge-intensive firms and other aspects of innovation. This is the sixth report from the EC on the competitiveness of European industry. It extends the scope of analysis from the fifth report, taking into account human capital (the set of skills which an employee acquires on the job, through training and experience, and which increase that employee's value in the marketplace) in European economic and productivity growth and productivity performance in European services. Two in every three jobs are now situated in the service sector, but the changing nature of labour demand in the EU are in skill content, as opposed to the sectoral location of employment growth. Between the years 1995-2000 employment was largely confined to jobs for medium- and highly skilled workers, for which demand is still high. Demand for such workers has outstripped supply, which seems to be a general trend across the EU. The five chapters examine productivity growth as it relates to human capital and EU services; the convergence of the EU's enterprise and competition policies and sustainable development in the EU manufacturing industry.

This report finds that the lack of regional specialisation might be an important factor explaining the European competitiveness gap with leading global peers. The report presents the first systematic mapping and analysis of regional clusters across the EU-10. It describes the differences in regional specialisation across 38 cluster categories, the changes that have occurred in cluster specialisation patterns in the last few years, and the nature of the leading locations across individual cluster categories. The cluster sector gained a total of 1 million jobs between 2000 and 2004, an increase of about 10 per cent. Overall, the regional clusters account for almost two thirds of total employment in the cluster sector across the 10 new Member States. In recent years, strong clusters have emerged, such as in the automotive industry, but some other sectors lost economic importance (eg footwear). The figures in the report suggest that the economies of the EU-10 countries are still undergoing an intense structural change.

The European Union (EU) was launched as a response to the economic dominance of the United States and – to a lesser degree – the Soviet Union. The nations of Western Europe were too small to compete against large scale and diversi?ed economies on their own. Six countries, eventually expanding to 27 (and counting), took a series of steps toward progressively deeper integration: the removal of int- nal tariffs, the construction of a common external tariff, the elimination of many (but not all) non-tariff barriers leading to a single market, and the adoption of a c- mon currency by 15 of the member states. The EU today equals and even exceeds the U. S. on many key indicators of performance. In the process, two similar but nonetheless divergent models of social and economic life stand in contrast with each other. The U. S. is more committed to capitalism and does little to dilute its harsh edges while the nations of Europe support wider social safety nets and more active regulation of commercial activity to mute the crueller aspects of the free-market. Until recently, the economic dynamism of the U. S. called into question whether the so-called European social model was sustainable in an era of globalization. The EU was slipping in competitiveness and was being challenged by new global pow- houses like China and India. Although the U. S. economy has slowed, there is little indication that European countries are capable of leveraging the situation to their advantage.

Research and innovation (R&I) is crucial to boost economic growth. However, in recent years, the EU's competitiveness has been increasingly threatened by R&I efforts in emerging economies. In 2010 the Commission and Member States unveiled Europe 2020 as a new strategy for growth and Horizon 2020, its flagship R&I programme. Consideration of the budget for Horizon 2020 is still underway, and the Committee urges that it be increased, or at the very least maintained at its current level. During 2012, the Committee examined a number of proposals for projects and strategies which contained a strong emphasis on R&I and identified a number of cross-cutting issues including: concerns about the effectiveness of impact assessments; a lack of information about monitoring and evaluation of projects; and the importance of stakeholder consultation and private sector participation. This report provides a more in-depth analysis of these issues and how they relate to the Commission's R&I strategy. It is agreed with the Commission that a focus on 'excellence' in R&I proposals offers the best chance of growth through R&I. To this end more work should be done to ensure consistency in this area, and realistic expectations for output of R&I projects. The bureaucracy and complexity of EU R&I programmes acts as a barrier to private sector participation, especially for Small and Medium Sized Enterprises (SMEs) without the resources to navigate complicated and inflexible funding processes. The long 'time-to-grant' period presents a further obstacle. The Government should highlight the opportunities to UK businesses, and continue strengthening their support structures for those businesses wishing to participate
