Inhaltsangabe:Einleitung: Der zunehmende Wettbewerbsdruck, technologische Wandel, die steigenden Qualitätsansprüche an Produkte und Dienstleistungen und komplexe, nicht vorhersehbare Marktveränderungen zeigen deutlich, dass traditionelle Organisationsformen mit diesen Herausforderungen sehr leicht überfordert sind. Vor diesem Hintergrund werden Unternehmen gezwungen, Maßnahmen im Rahmen von Reorganisation und Dezentralisation zu setzen, um der von den Märkten geforderten Flexibilität und dem Kostendruck gerecht zu werden. Die Führungskräfte versuchen vermehrt eine strategische Entscheidung hinsichtlich der idealen Organisationsform des Personalmanagements zu treffen, wo die Überlegung, welche personalwirtschaftlichen Aufgaben zukünftig von wem wahrgenommen werden sollen, von großer Bedeutung ist. Eine Möglichkeit der positiven Beeinflussung der Personalkosten bietet das Outsourcing (Auslagerung) von betrieblichen personalintensiven Funktionen auf externe Dienstleister. Das Outsourcing personalwirtschaftlicher Funktionen ist eine strategische Überlegung des Unternehmens und ist deshalb mit wichtigen Entscheidungen verbunden. Von besonderer Bedeutung scheinen nachfolgende Fragen, die in der Arbeit näher betrachtet werden. Welche Leistungen aus der Personalarbeit sollen an einen Dienstleister vergeben werden? Wie groß ist der Einfluss der personalwirtschaftlichen Leistungen auf die Kernkompetenzen? Welche Beweggründe veranlassen Unternehmen zur Auslagerung von Funktionen im Personalbereich? Welchen Nutzen kann der Unternehmer aus der Outsourcingentscheidung ziehen? Welche Gefahren und Risiken sind mit dem Outsourcing personalwirtschaftlicher Funktionen verbunden? Im zweiten Teil der Arbeit wird die Virtualisierung der Personalabteilung analysiert. Dieser neue Denkansatz hat einige Gemeinsamkeiten mit dem Outsourcing und wird in der Literatur als Weiterentwicklung der Outsourcing-Bewegung gesehen. Falls von der Auslagerung alle Funktionen im Personalwesen betroffen sind, könnte man auch von einer virtuellen Personalabteilung im weitesten Sinne sprechen. Doch inkludiert das Konzept der virtuellen Personalabteilung mehr als nur eine Auslagerung von Funktionen mit einer verstärkten Fokussierung auf die Kernkompetenzen des Unternehmens.
