Originally published in 1999, this book was the first study to provide a systematic reconstruction of the OAU's ideological ground-work. It is based on OAU documents; a corpus of African perceptions of OAU functioning collected from governmental and non-governmental newspapers and publications from more than thirty African countries; and on interviews held with African diplomats and OAU officials. It was also the first study to pay attention to the OAU's role in the political psychology of state elites, which comes to the fore in the areas of OAU co-operation discussed in this book: the OAU's internal functioning; the former struggle against apartheid and colonialism; conflict management; and the OAU's role in representing collective African viewpoints in global fora. This study was originally a Ph.D. thesis, which was considered to be among the best three dissertations in political science in The Netherlands in 1997.

This book examines the role of the African Union in relation to African agency in international politics. It examines the manner and extent to which the African Union exercises two forms of agency—shirking and slippage—in its strategic and collaborative partnerships. The author focuses on four major AU partnerships with the European Union, NATO, the United Nations and US AFRICOM. The books examines African agency in each partnership by exploring the politics and dynamics of each partnership in different aspects: the multilevel engagement, institutionalization, resource contribution and disbursement, as well as preference linkage. It specifically does that by examining African ownership and leadership in all of these aspects. The book highlights the role of agency slack as a survival strategy to escape from the AU’s subaltern position in international politics. It designates the partnership with the European Union as emblematic of African agency; while the others exhibit different forms of agency slack. The African Union was established in July 2002 by African leaders, evolving from the Organization of African Unity (OAU). However the idea of the African Union can be traced to the Pan-Africanist movement. Timothy Murithi looks at the emergence of Pan-Africanism and how it was institutionalized through the Pan-African Congress and the OAU. He argues that the African Union represents the third phase of the institutionalization of Pan-Africanism. The book examines the limitations of the OAU and discusses whether the African Union can adopt a more interventionist stance in dealing with peacebuilding and development in Africa. The volume assesses the African Union's peace and security institutions and analyzes how it is beginning to collaborate with civil society. It takes a critical look at the Union's New Partnership for Africa's Development (NEPAD) and argues that Africa needs to adopt a developmental and governance agenda that will be much more responsive towards improving the well-being and livelihood of its peoples.

The majority of post independence African leaders supported the idea of African Union, some of them disagreed on the form and composition of such a union while a minority were suspicious of the idea because of greed or fear to lose their countries sovereignty. The proponents for the formation of a closer cooperation in Africa argued that Africa should not only serve as a source of cheap raw materials to western countries but a vibrant power in global affairs. They argued that, this idea can only be achieved if all countries bring their human and material resources together to form a united front for the interest of Africans in particular and the world at large. This idea led to the formation of the Organisation of African Unity (OAU) in 1963 which was later transformed to the African Union (AU) in 2002.

In 1981 the Organization of African Unity (OAU) mandated and fielded the first regional peacekeeping operation since the Arab League's mission in Kuwait 20 years earlier. Battalion-sized contingents from Nigeria, Senegal, and Zaire were joined by smaller observer contingents from other OAU members in an effort to provide a buffer zone between the two main factions in the Chadian civil war. Mays opens his analysis by providing an overview of the concept of peacekeeping. Several definitions are offered to help distinguish between the various types of peace operations. After examining the concept hegemon, he looks at the ways regional and subregional hegemons utilize peacekeeping operations as foreign policy tools as they protect their interests. Mays argues that Nigeria, as a West African hegemon, served as the moving force behind the mandating and fielding of the OAU peacekeeping mission in Chad. Rather than being purely humanitarian in nature, Nigeria's motivation included the removal of French and later Libyan soldiers from a weak state on its border. However, Nigeria could not perform the task alone. France and the United States were instrumental as well in the mandating and fielding process. French and American interests stemmed from concern over Libyan motives in Chad. Nigeria kept the effort to mandate the peacekeeping operation alive for two years; France proved to be the stimulus behind persuading the Chadian government to accept the deployment of OAU peacekeepers and prompting the Senegalese to contribute a battalion to the mission; the United States contributed by keeping France and Nigeria focused on a peacekeeping solution and helping persuade Zaire to join the mission. Mays offers the first comprehensive examination of the OAU peacekeeping mission and reviews the political and military organization of the force as well as its deployment, redeployment plans, logistics, and operations between the Chadian factions. Utilizing an extensive collection of resources, including interviews with participants, diplomats, and government documents, he provdies a detailed examination of every meeting/conference between 1979 and 1981 that discussed a peacekeeping option for Chad. Factors of success in traditional peacekeeping operations are applied to the OAU mission, and he concludes by reviewing the impact of the 1981-1982 OAU operation on current African peacekeeping trends.
