This report, prepared jointly by RAND and the Korea Institute of Defense Analyses, assesses whether and how the United States and the Republic of Korea (ROK) can maintain and invigorate their security relationship should North Korea no longer pose a major threat to peace and stability on the Korean peninsula. The research identified prospective changes in the U.S.-ROK alliance stemming either from shifts in relations between North and South Korea, from changes in the larger regional security context, or from both. Analyses focused on four alternative models of the alliance, evaluating the relevance of each according to shifting peninsular and regional conditions and according to more-precise criteria for judging their suitability, feasibility, and flexibility. The findings enabled the researchers to specify four potential end states. Because of the variability in future political and military conditions, it was not possible to determine a single optimal model or end state. But there is ample basis for building a post-unification alliance, which would possess a very different logic and structure from those of the threat-based environment of the Cold War. Through such an alliance, both countries would help realize their primary policy needs while keeping potential areas of political, economic, and security divergence in check.

Stability on the Korean peninsula is a goal for several countries. The Republic of Korea (ROK) has depended on the United States to maintain stability on the Korean peninsula, but realizes its greater independence from a long time ally may be inevitable, especially after reunification. Measures now required afford the ROK every opportunity to provide for its own security and stability, including the need for modernizing the ROK Navy (ROKN). Present and future South Korean naval commitments to regional and international maritime environments support the transition from a brown water navy to a blue water navy capable of meeting future challenges. The ROK intends to achieve a naval force capable of projecting power, carrying out its strategic objectives, and ultimately guaranteeing vital defense for ROK sea lanes of communications. South Korea borders on the East Sea and the West Sea, dictating the need for a maritime force, to protect the lifeblood of the South Korean economy. Currently, the ROKN cannot compete against large modern navies, capable of conducting sustained naval operations while concurrently maintaining various platforms assigned numerous tasks. The ROKN's opportunity is ripe to expand its existing force into a modern blue water navy.

For nearly half a century, the security alliance between the Republic of Korea and the United States has deterred aggression and helped assure stability in Northeast Asia. The alliance has stood firm through war and tumultuous political, economic, and social change. Much of the change in Northeast Asia has been positive and the Republic of Korea is now one of the advanced democratic industrial countries of the world. The countries of Northeast Asia, along with the United States, with its deep ties of history and interest in the area, now look ahead to a region which will progress rapidly as the Cold War recedes and the few remaining communist states undergo inevitable transformation. In October 1995, scholars, military officers, diplomats, journalists, public figures, and concerned private citizens of the two alliance partners and regional states gathered in Seoul, Korea, to assess the impact of these changes and to seek new directions for the alliance. This workshop brought forth a wealth of innovative, thought-provoking ideas. This conference report summarizes the deliberations of the participants.

To understand China's foreign policy in the 1990s and the true attitude of Beijing towards the military presence of the United States in Northeast Asia, one must examine China's perception of the alliance between the United States and the Republic of Korea (ROK). Public statements aside, the People's Republic of China (PRC) has shifted its traditional position and has tacitly accepted, even welcomed, the continuation of the U.S.-ROK alliance. Beijing views the institutionalized presence of the Americans in Northeast Asia as a stabilizing force, serving China's interest of maintaining the favorable status quo in the region. However, continued acceptance is not guaranteed; developments in the Sino-American relationship and the course of reunification of the Korean Peninsula will affect attitudes in the future. In order to discuss China's perception of the U.S. Korean alliance, let us first examine China's general post-Cold War security policy, especially regarding Northeast Asia. As the century ends, Beijing, increasingly preoccupied with its own domestic agenda, has adopted a more conservative attitude (nearterm) in Northeast Asia. In the post-Cold War era, international competition has shifted from the political and military to the economic arena. In this new mileau, Beijing displays a changed, even ambivalent, attitude towards the United States' political and military presence in Northeast Asia. American ground forces in Japan and South Korea and U.S. naval presence in the Western Pacific have now generally disappeared from China's list of complaints. Indeed, the United States is frequently regarded as a stabilizing force in the region, although Beijing watches carefully Washington's "hegemonic" moves. The future of the political division on the Korean Peninsula is naturally of key importance to China's perception of the U.S.-ROK alliance. One can hardly observe much eagerness on China's part for a rapid reunification of Korea, although Beijing is somewhat sincere in supporting the idea of letting the Koreans themselves control the reunification process. To Beijing, a stable, peaceful and (hopefully) friendly, but perhaps divided, Korean Peninsula is more desirable than rapid reunification or a de-nuclearization of North Korea. Finally, as a result of China's overall security considerations, Beijing now appears to have quietly accepted the U.S.-ROK alliance as a part of the favorable status quo in Northeast Asia. Continued tacit acceptance, however, is not guaranteed. From the Chinese perspective, there seems to be an inherent conflict between a united Korea and a strong Korean- American alliance; if a united Korea maintains an alliance with the United States, Beijing may have to make a sharp policy shift. The key variables affecting China's perception of the U.S.-ROK alliance in the future, therefore, seem to be the overall Sino-American relationship and the development of the inter-Korean relationship.

After the Korean War, the Republic of Korea (ROK) and the United States signed a Mutual Defense Treaty on October 1, 1953. There were many conflicts and challenges between the ROK and the United States in keeping the relationship strong. Nevertheless, the ROK-US alliance has successfully defended South Korea from the volatile threat of North Korea and maintained stability and peace in Northeast Asia. After the historical North-South Summit talks in June 2000, Korean unification is more likely now than it has been at any other time since Korea's division. Once Korea is unified peacefully under South Korea's leadership, however, Korean unification will bring into question the necessity of the ROK-US alliance. In other words, the diluting of the strategic goals of the alliance, regional concerns toward the further strengthening of today's ROK- US alliance, and growing Korean national self-consciousness for self-defense and antagonism against foreign powers undoubtedly will pressure the Korea-US alliance to modify its role and nature into a more flexible and limited alliance. Given these situations, the most important means to compensate for a weakened former bilateral alliance will be a Northeast Asian multilateral security system in conjunction with the growing economic, political, and security interdependence throughout the region.
