Parce que le politique et le symbolique entrent dans les constituants fondamentaux de la " matière institutionnelle ", le présent numéro privilégie la multiplicité et l'entrecroisement des perspectives : économique évidemment, mais aussi cognitive, sociologique, politologique... Et, comme il convient à une période d'intenses changements structurels, la plupart de ses contributions s'efforcent de tenir ensemble non seulement le fonctionnement mais aussi la formation et la transformation des institutions.

Cet ouvrage a été conçu dans un rapport étroit entre le travail clinique sur le terrain et l'élaboration de concepts utiles à l'analyse, en dialogue avec différentes théories de la psychanalyse et des sciences humaines portant sur l'institution et le changement. Traiter de l'évolution des structures, de changements individuels et collectifs, concerne le vécu des personnes dans des équipes, des services, des établissements dont elles font partie, mais qui font aussi partie d'elles-mêmes. L'approche que proposent les auteurs est centrée sur les processus psychiques, sur les difficultés, les conflits, les souffrances éprouvées dans le cadre professionnel. L'analyse d'institution est un travail d'élaboration au sens psychanalytique du terme, qui demande du temps, un cadre complexe et rigoureux, et concerne à la fois l'évolution des processus psychiques au plan individuel et collectif, et des changements du système d'organisation en rapport à de nouvelles valeurs instituantes. Les exemples cliniques qu'ils développent ici permettent au lecteur d'en comprendre les étapes et d'en mesurer les effets et les implications. Face à une « désinstitutionnalisation » du soin et du travail social, où la logique de marché, le discours financier et managérial deviennent dominants, dans une méconnaissance des systèmes d'organisation et de la conduite du changement, les références de la pratique développée par les auteurs et la rigueur de l'approche permettent de traiter de l'éclatement des structures et de leurs effets traumatiques, au plan personnel et institutionnel. Since its origins, there have been competing views concerning the nature, scope and objectives of the process of integration and of the European Union. Attitudes towards Europe and European integration, both among political elites and citizens, have been much studied over the last 15 years. But there is no comprehensive analysis of these competing views of Europe at the supranational level. The existence of radically diverging views on the European political system within the EU’s own institutions is problematic at both theoretical and practical levels. Little is known, however, about this phenomenon, its impact on the EU’s agenda and policy-making as well as on constitutional reform. This book aims therefore at investigating the divergence in views about the European Union in order to lend insight into its consequences for the functioning of the EU and its institutions.
