'The litany of world fishery failures shows that reform of fisheries governance and institutions is essential. The valuable insights and applications in this book will be enormously useful for fishery regulators as they try to sustainably and profitably manage fish stocks, especially highly migratory species such as tuna.'- Quentin Grafton, Australian National UniversityElizabeth H. Petersen argues that economists and other social scientists are increasingly focusing their attention towards institutions (defined as humanly-devised rules) as critical determinants of economic, social and politic.

Government management of fisheries has been little short of disastrous. In many regions, valuable fish stocks have collapsed as a result of overfishing. Ill-conceived regulation also means that every year millions of tons of edible fish are thrown back dead into the sea. While an absence of established property rights means that wild fish are vulnerable to overfishing, the problem is greatly exacerbated by large subsidies. State intervention has created significant overcapacity in the industry and undermined the economic feedback mechanisms that help to protect stocks. This short book sets out a range of policy options to improve outcomes. As well as ending counterproductive subsidies, these include community-based management of coastal zones and the introduction of individual transferable quotas. The analysis is particularly relevant to the UK as it begins the process of withdrawal from the European Union. After decades of mismanagement under the Common Fisheries Policy, Brexit represents a major opportunity to adopt an economically rational approach that benefits the fishing industry, taxpayers and consumers.

Fishery management relates to a total system made up of resources, industry and trade. There are important linkages between these components. In contrast with other resource industries, common property in fishery resources implies that there is no market mechanism through which access to these resources could be allocated among users. In many cases, governments have been forced to intervene, rightly or wrongly, to fill this vacuum. Economically, rational fishery management necessitates the transformation of common property through some kind of limited entry system designed to optimize net benefits from the fishery. Management planning involves the definition of goals and policy objectives and the development of strategies to assure attainment of policy objectives.

Economics of Fisheries Management- A Critique in Third World Perspective is a bold atempt to review, classify and discuss the theory and practice of fisheries management on a global basis, with special emphasis on the third world perspective. Thematically it has presented this in seven chapters, beginning with an introduction and progressing through a delineation of the various theories, objectives, techniques and criteria of fisheries management and management institutions. Significantly, this book finds an element of contemplation on the part of the developed countries and their protege international organisation to manipulate the management theory, institutions and practices to suit the interests of the developed world. It has kept a critical watch on this aspect of fisheries management theor (global theory) as propagated by the FAO and its coterie international organisations and warned the third world of its consequences. The book is rich in its structural frameworkd and content. Its bibliographic coverage is extensive. Being the first of its kind in India and abroad, it should be of critical interest to academics, administrators and policy makers alike in the field all over the world. Contents: Chapter 1: Introduction, Chapter 2: Fisheries Management Theories, Chapter 3: Objectives of Fisheries Management, Chapter 4: Techniques of Fisheries Management, Chapter 5: Criteria for Fisheries Management, Chapter 6: Management Institutions, Chapter 7: Summary and Conclusion.

All coastal states have ambitions for the development of their fisheries. Not only do fisheries play an important role in sustaining peoples' livelihoods, but also in many countries in the north and the south, fisheries are important for the national economy. Moreover, fisheries are part of the process of globalisation, which, for better or worse, means that fisheries issues and problems have implications that extend beyond the level of the nation state. Fisheries development: the institutional challenge is the result of a long-term research programme on fisheries in developing countries. The book explains how fisheries development strategies changed over the years, from simple ideas of modernising the production equipment (boats and gear) to complex programmes involving management and institution building. It highlights the role of the state and the community in resource management and the challenges offered by new concepts such as ecosystem management in a Third World setting. Book jacket.
