Dans cet ouvrage, nous nous sommes intéressés à une question très importante et très controversée. Il s'agit de la nature de l'effet exercé par les institutions d'un pays sur sa croissance économique.Pour répondre à cette interrogation, nous avons procédé dans ce travail à la méthodologie suivante: analyser les faits stylisés, déterminer une relation théorique, définir et mesurer les concepts et enfin tester la validation d'une relation empirique. Les validations empiriques, menées au sein de ce travail nous ont permis, mème en partie, de montrer l'existence d'une relation entre les facteurs institutionnels et les performances économiques et de détecter certains canaux essentiels par lesquels pourraient transiter les effets des institutions sur les performances des pays développés et en développement en matière de croissance économique.

La nouvelle économie institutionnelle (NEI) a, certes, une approche pluridisciplinaire des phénomènes économiques tels que la croissance, l'efficience et la distribution des revenus. Mais les auteurs de cet ouvrage tentent d appliquer la démarche intégrée qui, jusqu'à présent, faisait défaut à ce type d approche en analysant à la fois l influence des institutions sur le développement économique et les facteurs qui déterminent la qualité institutionnelle. Prenant le cas de l'Argentine, ils appliquent le cadre d'analyse développé et exposé dans l'étude pour tester leurs hypothèses théoriques. Ils observent que leur concept de qualité institutionnelle et la distinction qu'ils font entre institutions économiques et institutions politiques sont validés dans la pratique. En outre, leur regard sur certaines structures institutionnelles particulières démocratie et autocratie et leurs réflexions sur l'influence des «traditions» juridiques et culturelles ajoutent une dimension supplémentaire à l'ouvrage qui peut prêter à controverse mais confère à l étude une actualité stimulante. A un moment où les gouvernements nationaux et les institutions internationales s'efforcent de trouver les moyens d'améliorer la gouvernance et d'accélérer la croissance, en particulier dans les pays pauvres, ce travail fournit des éclairages précieux aux responsables gouvernementaux et à ceux qui les conseillent. Il apporte des éléments convaincants sur la qualité institutionnelle comme facteur déterminant du développement et montre comment, précisément, la qualité institutionnelle pourrait être améliorée.

Abstract: "Drawing on the recent literature on economic institutions and the origins of economic development, the authors offer a political economy explanation of why institution building has varied so much across transition economies. They identify dependence on natural resources and the historical experience of these countries during socialism as major determinants of institution building during transition by influencing the political structure and process during the initial years. Their empirical analysis shows that countries that are more reliant on natural resources and spent a longer time under socialist governments are more likely to see former communists remain in power and to start the transition process with less open political systems, with negative repercussions for the development of market-compatible institutions. Using natural resource reliance and the years under socialism to extract the exogenous component of institution building, the authors also show the importance of institutions in explaining the variation in economic development and growth across transition economies during the first decade of transition."--World Bank web site.
