American and European political scientists have claimed that subnational elections almost always record lower voter turnout than national elections. In Japan, however, municipal elections often record considerably higher turnout than national elections, particularly in small towns and villages. Institutions, Incentives and Electoral Participation in Japan theoretically and empirically explores this puzzling 'turnout twist' phenomenon in Japan from comparative perspectives. Based on the rational-choice approach, the book hypothesizes that relative voter turnout in subnational vs. national elections is determined by the relative magnitudes of how much is at stake ('election significance') and how much votes count ('vote significance') in these elections. Using a wealth of new data, the author shows the explanatory power of the hypothesis, and concludes that the counter-intuitive 'turnout twist' in Japan is a result of Japanese citizens responding to incentives produced by institutions. No matter how traditional a society is, incentives always affect behavior.

Why do Japanese women enjoy a high sense of well-being in a context of high inequality? Beyond the Gender Gap in Japan brings together researchers from across the social sciences to investigate this question. The authors analyze women’s values and the lived experiences at home, in the family, at work, in their leisure time, as volunteers, and in politics and policy-making. Their research shows that the state and firms have blurred “the public” and “the private” in postwar Japan, constraining individuals’ lives, and reveals the uneven pace of change in women’s representation in politics. Yet, despite these constraints, the increasing diversification in how people live and how they manage their lives demonstrates that some people are crafting a variety of individual solutions to structural problems. This book is about why and how central and local governments clash over important national policy decisions. Its empirical focus is on the local politics of Japan which has significantly shaped, and been shaped by, larger developments in national politics. The book argues that since the 1990s, changes in the national political arena, fiscal and administrative decentralization, as well as broader socio-economic developments have led to a decoupling of once closely integrated national and local party systems in Japan. Such decoupling has led to a breakdown of symbiotic relations between the centre and regions. In its place are increasing strains between national and local governments leading to greater intra-party conflict, inter-governmental conflicts, and more chief executives with agendas and resources increasingly autonomous of the national ruling party. Although being a book primarily focused on the Japanese case, the study seeks to contribute to a broader understanding of how local partisans shape national policy-making. The book theorizes and investigates how the degree of state centralization, vertical integration for party organizations, and partisan congruence in different levels of government affect inter-governmental relations. Japan’s experience is compared with Germany, Canada, and the UK to explore sources of multi-level policy conflict.

Popular Democracy in Japan examines a puzzle in Japanese politics: Why do Japanese women turn out to vote at rates higher than men? On the basis of in-depth fieldwork in various parts of the country, Sherry L. Martin argues that the exclusion of women from a full range of opportunities in public life provokes many of them to seek alternative outlets for self-expression. They have options that include a wide variety of study, hobby, and lifelong learning groups—a feature of Japanese civic life that the Ministry of Education encourages. Women who participate in these alternative spaces for learning tend, Martin finds, to examine the political conditions that have pushed them there. Her research suggests that study group participation increases women’s confidence in using various types of political participation (including voting) to pressure political elites for a more inclusive form of democracy. Considerable overlap between the narratives that emerge from women’s groups and a survey of national public opinion identifies these groups as crucial sites for crafting and circulating public discourses about politics. Martin shows how the interplay between public opinion and institutional change has given rise to bottom-up changes in electoral politics that culminated in the 2009 Democratic Party of Japan victory in the House of Representatives election.

Japan’s political stability was shattered after the general election of July 1993 when the conservative Liberal Democratic Party’s thirty-eight year domination ended in defeat. This book examines the impact the 1993 general election had on Japanese politics. Although the LDP regained the position of a ruling party within a year, Hori questions whether the Japanese political system has managed to maintain the same efficacy as it had prior to 1993. Using institutional analysis Hori argues that this fundamental change caused major institutional transformations; a decline in the importance of LDP organisations in the decision-making process of the government and the Diet, weakened management of the LDP through factions, and detached attitudes of LDP members to MOF bureaucrats. Hori analyzes three cases, one prior to and two after the 1993 election, illustrating just how ineffective the close cooperation between MOF bureaucrats, LDP executives and faction leaders became.
