Se presentan los principales resultados de un proyecto de investigaci n apoyado por El Colegio de M xico, el Consejo Nacional de Ciencia y Tecnolog a (Conacyt) y el International Development Research Center (IDRC) de Canad . Se llevaron a cabo tambi n 10 estudios de caso a nivel de planta, que se publicar n m s adelante. Tambi n se incluye una colaboraci n especial, ntimamente relacionada con el proyecto, de un experto de la Organizaci n para la Cooperaci n y el Desarrollo Econ mico (OCDE). La investigaci n se llev a cabo en El Colegio de M xico, con la coordinaci n de Alfonso Mercado Garc a y la supervisi n de V ctor L. Urquidi. Este estudio se inici teniendo como objetivo general y central analizar y evaluar aspectos econ micos del comportamiento empresarial en M xico en relaci n con la pol tica de protecci n ambiental. El estudio se bas en encuestas, estudios de caso a nivel de empresa y un modelo multisectorial de simulaci n, para evaluar los efectos econ micos y ambientales de instrumentos de pol tica dise ados expl citamente para el ambiente en M xico. La encuesta general se refiri a la Zona Metropolitana de la Ciudad de M xico. El an lisis se concentra en los numerosos elementos que intervienen en las decisiones empresariales con relaci n al ambiente, y particularmente, en los posibles efectos de las modificaciones a los instrumentos fiscales y financieros con fines ambientales. El enfoque es esencialmente emp rico e inductivo. La obra aborda los siguientes temas: 1) la experiencia de otros pa ses en la aplicaci n de instrumentos econ micos; 2) alcances de la aplicaci n de instrumentos econ micos en M xico; 3) evaluaci n del posible impacto econ mico y ambiental de un impuesto a la contaminaci n, y 4) el comportamiento ambiental de las empresas y el papel de los instrumentos econ micos en M xico.

The task of the United Nations Conference on the Law of the Sea (1967-82) was to create a new ocean regime. Participants negotiated every major issue of ocean use: jurisdiction in the coastal and contiguous zones, the territorial sea, and the new two-hundred-mile exclusive economic zone (EEZ); transit and overflight through straits and archipelagos; fisheries management in the EEZs and high seas; ocean environmental obligations; the right to conduct ocean science; and the management of deep seabed mineral exploitation. Negotiating the treaty required more than fifteen years and the consent of more than one hundred and fifty nations. The resulting treaty, composed of three hundred and twenty articles plus seven major annexes, represents the final product of the largest, longest, and most complex formal negotiation in modern times.
