Examination of the major recent historical examples of insurgency reveals that its main causes are to be sought not in economic deprivation but in political factors such as alien rule or foreign invasion. Nationalist and peasant-populist aspirations provided the principal motives for joining insurgent forces. The Communists succeeded in controlling insurgencies only when special historical circumstances prevailed; elsewhere the decisive control positions remained in non-Communist hands. Removing the political causes of insurgency ("crisis management") is beyond the capability of any single administrative agency, and in any case cannot be undertaken by political machinery operating from outside; but to the extent that insurgency is of nationalist or populist origins, this does not imply any fatal weakness of the U.S. security posture in relation to "undeterrable" forms of Communist aggression.

The counterinsurgency (COIN) paradigm dominates military and political conduct in contemporary Western strategic thought. It assumes future wars will unfold as "low intensity" conflicts within rather than between states, requiring specialized military training and techniques. COIN is understood as a logical, effective, and democratically palatable method for confronting insurgency—a discrete set of practices that, through the actions of knowledgeable soldiers and under the guidance of an expert elite, creates lasting results. Through an extensive investigation into COIN's theories, methods, and outcomes, this book undermines enduring claims about COIN's success while revealing its hidden meanings and effects. Interrogating the relationship between counterinsurgency and war, the authors question the supposed uniqueness of COIN's attributes and try to resolve the puzzle of its intellectual identity. Insurgency has existed throughout history but ebbed and flowed in strategic significance. Today the world has entered another period when insurgency is common and strategically significant. This is likely to continue for at least a decade, perhaps longer. As the United States confronts this threat, extrapolating old ideas, strategies, doctrine, and operational concepts is a recipe for ineffectiveness. Reconceptualization is needed. The strategic salience of insurgency for the United States is higher than it has been since the height of the Cold War. But insurgency remains challenging for the United States because two of its dominant characteristics--protractedness and ambiguity-- mitigate the effectiveness of the American military. Furthermore, the broader U.S. national security organization is not optimized for counterinsurgency support. Ultimately, a nation is only as good at counterinsurgency support as its weakest link, not its strongest. Existing American strategy and doctrine focus on national insurgencies rather than liberation ones. As a result, the strategy stresses selective engagement; formation of a support coalition if possible; keeping the American presence to a minimum level to attain strategic objectives; augmenting the regime's military, intelligence, political, informational, and economic capabilities; and, encouraging and shaping reform by the regime designed to address shortcomings and the root causes of the insurgency. The key to success is not for the U.S. military to become better at counterinsurgency, but for the U.S. military (and other elements of the government) to be skilled at helping local security and intelligence forces become effective at it.

The study of counterinsuregency (COIN) has focused disproportionately on its operational and tactical aspects at the expense of larger strategic considerations. Foremost among these neglected considerations is the vexing problem of how insurgencies actually end. Most studies presume that insurgencies, like conventional wars, conclude with a clear-cut victory by one side or the other. Preoccupation with the anti-colonial insurgencies following World War II has reinforced this thinking. However, consideration of a broader selection of conflicts reveals that most did not end in such a clear, decisive manner. This monograph examines 12 insurgencies clustered in four groups based upon how they ended: conflicts in which the insurgents won; conflicts in which the government won; insurgencies that degenerated into mere terrorism or criminality; and insurgencies resolved by co-opting the insurgents into legitimate politics through a negotiated settlement and reintegrating them into normal social life. The author argues that Group 4 insurgencies provide the best examples from which to derive lessons relevant to the United States acting in support of a state threatened with insurgency. From these lessons, a political strategy of co-option can be developed-a strategy combing diplomatic, informational, military, economic, financial, intelligence, and law enforcement assets in a unified effort. However, such a strategy can only work when there is sufficient political will to sustain the protracted effort necessary for it to succeed.The monograph concludes with consideration of the wars in Iraq and Afghanistan. Based on conclusions derived from the 12 case studies, it argues that the United States has devised the correct strategy for resolving the Iraq War, and that sufficient political will exists to see the conflict through to a successful conclusion. The prognosis for Afghanistan is far less optimistic. The United States adopted the correct strategy for that war only in 2009, long after the conflict had become a chronic insurgency in which the Taliban fund their operations through the opium trade and exercise shadow governance over much of the country. The conflict has also spread to Pakistan, which has proven to be a most reluctant ally. Under these circumstances, the chances of a clear-cut victory are remote. Even achieving a compromise peace through co-option will be difficult. The United States must consider that it might have to withdraw without a satisfactory resolution to the insurgency. In that case, it will need to engage whoever governs Afghanistan to hold them accountable for terrorism launched from Afghan territory.
