El Tratado de Libre Comercio (TLC) es sin lugar a dudas una de las políticas económicas más atrevidas que han instrumentado México en el presente siglo. Las relaciones entre México y Estados Unidos han sido complejas y, a veces, difíciles y distantes. Aún lo son en algunos aspectos como lo revelan los constantes problemas en la frontera común en la relación con las migraciones de trabajadores mexicanos indocumentados y el tráfico de drogas. De ahí que en México no existe un consenso sobre sus posibles consecuencias. Muchos analistas reconocen su importancia e identifican efectos benéficos, primordialmente debido a efectos positivos en la ampliación del comercio, las inversiones y el empleo. Sin embargo, opositores al Tratado desmintieron sus alcances y proclaman que este acuerdo más bien distorsionará el desarrollo económico e incrementará la dependencia nacional. Se asevera que el TLC beneficiará principalmente a Estados Unidos, debido a las asimetrías que México tiene con respecto a dicho país. Gran parte de este debate se ha levado a cabo en términos ideológicos. Los sesgos que se derivan de este tipo de pronunciamiento velan la realidad. Para superarlos y tener evaluaciones objetivas que luego coadyuven a la formulación de políticas económicas idóneas, es preciso apoyarse en investigaciones sólidas y de frontera. Ésta es precisamente la preocupación del presente libro. En un primer plano, su propósito es determinar la relación entre el TLC y el desarrollo de México. En un segundo nivel, pretender ir más allá de los análisis y plantea- mientos realizados en investigaciones conocidas. Examina detalladamente la relación que existe entre el sector financiero mexicano y la integración con sus vecinos desarrollados del norte; a su vez, trata de identificar el papel del sector financiero en la integración y desarrollo económico de México.
