European policy patterns are in a state of transformation. New governance models are shifting power away from states and toward the involvement of all stakeholders and the idea of shared responsibility. It's a move from command and control to push and pull. What's in this new approach for the environment? This book provides a detailed analysis of the example of integrated product policy (IPP) which aims to improve the environmental performance of products and services through their life-cycle. All products cause environmental degradation in some way, whether from their manufacturing, use or disposal. The life-cycle of a product is often long and complicated. It covers all the areas from the extraction of natural resources, through their design, manufacture, assembly, marketing, distribution, sale and use to their eventual disposal as waste. At the same time it also involves many different actors such as designers, manufacturers, marketers, retailers and consumers. IPP attempts to systematically stimulate each phase of this complicated chain to improve its environmental performance. With the involvement of so many different products and actors there cannot be one simple policy measure for everything. Instead, IPP employs a whole variety of tools – both voluntary and mandatory – which are used to achieve identified objectives. These include economic instruments, the phase-out of dangerous materials, voluntary agreements, eco-labelling and product design guidelines. IPP is still in relative infancy and can be seen as an ongoing process hugely dependent on effective governance measures to ensure its continued success. This book presents a plethora of perspectives from policy-makers, researchers and consultancies, representatives from business, environmental and consumer associations on how to effectively conceptualise, institutionalise and implement IPP. The book is divided into four parts. First, the approach to the governance of IPP is examined in relation to other approaches to sustainable production and consumption. Second, the widely differing approaches to environmental product policy in practice at national, supranational and global level are analysed. Third, the book explores the challenge of designing a coherent policy mix to support the integration of sustainable consumption and production patterns by sector and theme. Finally, the book concentrates on the key issue of how to involve stakeholders in IPP in order to encourage continuous innovations for sustainability throughout the value chain. Governance of Integrated Product Policy aims to fill a clear gap in work to date on sustainable production and consumption by providing researchers and practitioners from politics, business and civil society new insights into modern environmental governance in practice.

Accordingly, consumers should have easy access to understandable, relevant and credible environmental information. Information about product characteristics is available in different forms and sources, but in many cases, relevant environmental information is not available on the product itself. The study described in this report was initiated in order to produce information on the state of user instructions regarding environmental information. User manuals of passenger cars and refrigerators were focused on, examining the advice which could diminish the harmful environmental effects of the use of these products. Other studied products included such durable products as textiles and furniture as well as such consumables as cleaning chemicals and recyclable paper products. The study raised many ideas about actions that could promote the status and 'eco-development' of instructions for use.

Eco-labelling is one of the key tools used by policy-makers in many parts of the world to encourage more sustainable production and consumption. By providing environmental information on products and services, eco-labels address both business users and consumers and range from mandatory approaches, such as required product declarations, to voluntary approaches, such as national eco-labels. Eco-labels can play an important role in environmental policy. They reward and promote environmentally superior goods and services and offer information on quality and performance with respect to issues such as health and energy consumption. Eco-labels fit well into a multi-stakeholder policy framework – as promulgated recently by the EU's integrated product policy (IPP) – since the development of criteria for labels and the acceptance in the market requires the involvement of a wide range of different parties, from government and business, to consumers and environmental organisations. However, many eco-labelling schemes have had troubled histories, and questions have been raised about their effectiveness. So, are eco-labels an effective tool to foster the development, production, sale and use of products and to provide consumers with good information about the environmental impacts of those products? Is eco-labelling useful to business as a marketing tool? What factors contribute to the development of successful schemes? More than ten years after its establishment, can the EU Flower be considered a success? Are national eco-labels such as the German Blue Angel and the Norwegian White Swan more effective? Should eco-labels be harmonised? Are eco-labels achieving their original aim of fostering sustainable production and consumption? For which product groups are ISO type I eco-labels appropriate and inappropriate? Are other labels, such as mandatory, ISO type II and ISO type III labels more effective in some cases? Are eco-labels focusing on the main environmental policy targets or just on "low-hanging fruit"? Are eco-labels really linked to other tools of IPP? The Future of Eco-labelling provides answers to all of these questions. The importance of Greener Public Purchasing, GPP, has increasingly been recognised by those who work to promote sustainable development. In the communication on Integrated Product Policy, IPP, the EU Commission encourages Member States to draw up publicly available action plans to green their public procurement. The Nordic Council of Ministers has stressed the importance of GPP in the strategy for sustainable development and has initiated co-ordination efforts so that public buyers in all the Nordic countries can benefit from each other's experience. The aim of this study was to develop a method to measure the environmental soundness of public procurement and to produce information on the kind of environmental criteria that are used for different product groups. The study also focused on the situation of greener public procurement in Denmark, Finland, Norway and Sweden, more specifically, on the larger public purchases, which are governed by directives. The results showed that public purchasers seek to consider environmental aspects quite often. However, attention needs to be paid to how relevant product-specific environmental aspects are defined and the criteria formulated.
