The complex interactions between water resources, land-use change and water technologies are a major issue in many emerging countries of Southern America. Usable water resources are affected by natural conditions, such as, strong seasonal contrasts and high climatic variability, and rapid changes of land use and land cover that is caused by the dramatic expansion of agricultural land and urbanization processes. So far, the effects of the changing climate have had minor effects on water resources. Although regional data is rather scarce, global climate models predict substantial changes of climatic conditions in the future. A further pressure is that demand for water supply and waste water, both in terms of amount and spatial expansion, is increasing rapidly due to higher population densities caused by natural population growth and migration as well as higher per capita consumption. Integrated Water Resource Management in Brazil aims to present the results of the joint project IWAS-AGUA DF which deals with problems, causes and solutions in water supply in scope of integrated water resource management in western Central Brazil. The basic idea of the IWRM approach to be presented is to show how natural conditions and human interference are interacting and how technologies as well as concepts might help to manage such water resource systems in a sustainable way. This book presents case studies that share important experiences regarding Integrated Water Resource Management (IWRM) in various countries. In recent decades, climate change is accelerating and disrupting the economies of many countries on a global scale and affecting livelihoods, especially through the impact on water and water-related risks. In this sense, it is imperative to incorporate Climate Risks in Decision Making in the integrated resilient water resources management.Thus, the first part of the book (chapter 1 and 2) presents a brief analysis of the current model of integrated water resources management in Brazil, with its advances and implementation problems, in order to present proposals for its improvement. The current water resources management model is discussed with an emphasis on aspects of regulation and social control (seeking efficiency and improving quality and rescuing the public sphere as an instrument for exercising citizenship, among other aspects). It is now widely accepted that the world is likely to face a major water crisis unless the present management practices are improved very significantly. Promoted extensively by donors and international institutions over the past 15 years, integrated water resources management (IWRM) has been assumed explicitly to be "the" solution for managing the limited water resources of the world. Hundreds of millions of dollars have now been spent in promoting IWRM in developing countries. However, no serious and objective analysis has ever been undertaken as to whether IWRM has made water management more efficient and equitable in any region of the world than otherwise may have been the case. This pioneering analysis indicates that IWRM has not only been unsuccessful in Latin America, but also is highly unlikely to succeed in the future. The reasons and constraints for this failure are outlined. This book previously appeared as a special issue of the International Journal of Water Resources Development.

"Although procedures for pricing "retail" distribution have been established for a long time, methods for pricing bulk or "wholesale" water supplies are still evolving." How to finance the infrastructure and service of bulk water supply, and how to use pricing to achieve efficient allocation and use of water as a resource are the central issues that emerge from discussions about bulk water pricing. Efficiency will lead to allocating water resources better, reducing water losses caused by poor maintenance of the supply systems, and increased monitoring of water quality. At first glance, Brazil may not appear to be a relevant country from which to draw lessons in distributing scarce water resources, since it contains 12 percent of the world's fresh water supply. However, with its vast territory and issues of regional drought and population explosion, Brazil provides a unique environment in which to demonstrate how adequate pricing of bulk water on a regional level can help allocate water efficiently. This paper offers a framework for bulk water pricing reform and examines the lessons from recent analytical work and practice in Brazil, as well as relevant international experience. It then offers recommendations for the development of both water pricing and allocation policies to facilitate continued implementation of bulk water pricing in Brazil.
