This note argues that the IMF is filling a critical gap by integrating gender issues into it work. It makes the case that (i) closing gender gaps is critical for economies because they lead to underdevelopment, underutilization, and misallocation of productive human resources; and (ii) applying a gender lens to macroeconomic, financial, and structural policy design can narrow gender gaps and result in improved economic outcomes. This Note complements this argument by providing an overview of gender gaps in opportunities, outcomes, and representation; taking stock of how these gaps impact macroeconomic and financial outcomes; and identifying which polices can narrow gender gaps. It explains how narrowing gender gaps can benefit societies and outline steps countries can take to unleash the economic gains from gender equality.

Gender budgeting is an initiative to use fiscal policy and administration to address gender inequality and women’s advancement. A large number of sub-Saharan African countries have adopted gender budgeting. Two countries that have achieved notable success in their efforts are Uganda and Rwanda, both of which have integrated gender-oriented goals into budget policies, programs, and processes in fundamental ways. Other countries have made more limited progress in introducing gender budgeting into their budget-making. Leadership by the ministry of finance is critical for enduring effects, although nongovernmental organizations and parliamentary bodies in sub-Saharan Africa play an essential role in advocating for gender budgeting.

In the twenty-first century, gender-responsive budgeting (GRB) has emerged as a development tool that explores if and how gender equality goals and targets are being effectively supported through government funding. Gender-Responsive Budgeting in Practice: Lessons from Nigeria and Selected Developing Countries argues that, although justified by the high costs of gender inequality to economic growth and development, the use of GRB as a tool to achieve global and regional gender equality goals has seen little progress in the twenty-first century, especially in developing countries. Through analyses of government budgets and the budgeting process, and gender equality outcomes in Nigeria and the selected countries from 2000 to 2020, the contributors show that GRB has failed to gain traction or thrive in developing countries. Using these analyses, the contributors identify critical success factors that are missing in policy-making and planning in the developing world and must be integrated in order to further facilitate inclusive growth and sustainable development.

The late Susan Moller Okin was a leading political theorist whose scholarship integrated political philosophy and issues of gender, the family, and culture. Okin argued that liberalism, properly understood as a theory opposed to social hierarchies and supportive of individual freedom and equality, provided the tools for criticizing the substantial and systematic inequalities between men and women. Her thought was deeply informed by a feminist view that theories of justice must apply equally to women as men, and she was deeply engaged in showing how many past and present political theories failed to do this. She sought to rehabilitate political theories--particularly that of liberal egalitarianism, in such a way as to accommodate the equality of the sexes, and with an eye toward improving the condition of women and families in a world of massive gender inequalities. In her lifetime Okin was widely respected as a scholar whose engagement went well beyond the world of theory, and her premature death in 2004 was considered by many a major blow to progressive political thought and women's interests around the world. This volume stems from a conference on Okin, and contains articles by some of the top feminist and political philosophers working today. They are organized around a set of themes central to Okin's work, namely liberal theory, gender and the family, feminist and cultural differences, and global justice. Included are major figures such as Joshua Cohen, David Miller, Cass Sunstein, Alison Jaggar, and Iris Marion Young, among others. Their aim is not to celebrate Okin's work, but to constructively engage with it and further its goals.

This paper presents novel empirical evidence on the labor market integration of migrants across Europe. It investigates how successfully migrants integrate in 13 European countries by applying a unified framework to analyze a rich micro dataset with over ten million individuals surveyed between 1998 and 2016. Focusing on employment outcomes, we document substantial heterogeneity in the patterns of labor market integration across host countries and by migrant gender and origin. Our results also point to the importance of cohorts and network effects, initial labor market conditions, and the differential impact of education acquired domestically and abroad in determining migrants’ subsequent employment prospects. The analysis has implications for the design of effective integration policies.
