Better water management will be crucial if we are to meet many of the key challenges of this century - feeding the worlds growing population and reducing poverty, meeting water and sanitation needs, protecting vital ecosystems, all while adapting to climate change. The approach known as Integrated Water Resources Management (IWRM) is widely recognized as the best way forward, but is poorly understood, even within the water sector. Since a core IWRM principle is that good water management must involve the water users, the understanding and involvement of other sectors is critical for success. There is thus an urgent need for practical guidance, for both water and development professionals, based on real world examples, rather than theoretical constructs. That is what this book provides. Using case studies, the book illustrates how better water management, guided by the IWRM approach, has helped to meet a wide range of sustainable development goals. It does this by considering practical examples, looking at how IWRM has contributed, at different scales, from very local, village-level experiences to reforms at national level and beyond to cases involving trans-boundary river basins. The Republic of Armenia is facing a number of emerging challenges in the water sector. Though overall water resource availability in the country is good, the country's ability to monitor groundwater and surface water is deteriorating, enforcement under the existing water permit system is weak, conflicts loom over water use in the agriculturally important Ararat valley, and climate change continues to exert pressure. The performance of the irrigation, hydropower, municipal, industrial, and environment sectors depends on the judicious and coordinated wise use of the country's water resources. Recognizing the importance of integrated water resources management (IWRM), the government of Armenia has introduced over the last decade major institutional and policy reforms. These reforms provide a strong legislative foundation and framework for ensuring good management and development of water resources in the country. Despite this, further institutional strengthening is needed to fulfill the vision of this legislative framework. Toward Integrated Water Resources Management in Armenia identifies the challenges in the different water subsectors, reviews the current institutional framework and implementation of relevant water-sector policies, and makes recommendations for the next steps to strengthen water resources management in the country. The book's overall goal is to provide guidance to the government and to donors to help enhance Armenia's future water security.

The strategy and methodology for improved IWRM project, (STRIVER) has developed interdisciplinary methods to assess and implement IWRM. Based on the development of a multidisciplinary knowledge base assessment in all case studies (policy, social and natural sciences) and an early stage development of IWRM conceptual framework, this book investigates IWRM in the four selected twinned catchments covering six countries in Europe and Asia. Twinning activities based on a problem-based approach have been performed in four case river basins: Tunga Bahdra (2 states in India), Sesan (Vietnam/Cambodia), Glomma (Norway), Tejo/Tagus (Spain/Portugal). The problems covered are water regimes in transboundary regulated rivers; environmental flow; land and water use interaction; and pollution under the IWRM framework. The research used sub-basins of each river basin in all cases to allow more detailed studies and easier integration of all stakeholders, for transferability purposes.
