The United States is more racially, culturally, and linguistically diverse now than at any given point in its history. Urbanization and immigration are key contributors to population growth and shifts, particularly in the southeastern part of the country. Educators are scrambling to determine how best to serve different demographics, and many families in new places are trying to adjust to unfamiliar school systems. For all concerned, this period of adjustment is marked by significant personal, curricular, and institutional development. However, one group of individuals has not maintained pace with the rest: African American males continue to lag behind their counterparts in every measured educational variable as outlined by the No Child Left Behind legislation, despite the educational, social, and economic changes of the past fifty years (since the 1954 landmark Brown vs. Board of Education decision). This book - beyond providing educators, parents, and students with a critique of present day educational experiences for those who are the «other» in America, particularly the black male - conceptually integrates queer legal theory, the tenets of critical spirituality, and notions of collaborative activism to construct a blueprint for realizing academic achievement and academic success for all students.

This book presents the first comprehensive account of government policy on immigration over the last ten years, providing an in-depth analysis of policy and legislation since Tony Blair and New Labour were first elected. The account begins by placing policy change under Labour in their proper historical context, before examining the key policy themes - economic migration; security; integration; asylum; delivery - of the last decade. Through an analysis of such policy themes, the author contends that immigration policy has undergone an intense and innovative transformation in the period from May 1997 to May 2007. Arguing that a more plural system of governance exists, the author challenges traditional accounts of policy development. The Public Investment Management (PIM) Reference Guide aims to convey country experiences and good international practices as a basis for decisions on how to address a country-specific PIM reform agenda. The country references are drawn largely from previous diagnostics and technical assistance reports of the World Bank. The application of country diagnostics and assessments has revealed a need to address the following issues when undertaking a country reform in PIM: • Clarification of the definition and scope of public investment and public investment management • Establishment of a sound legal, regulatory, and institutional setting for PIM, making sure it is linked to the budget process • Allocation of roles and responsibilities for key players in PIM across government • Strengthening of guidance on project preappraisal, appraisal, and selection-prioritization procedures and deepening of project appraisal methodologies • Integration of strategic planning, project appraisal-selection, and capital budgeting • Management of multiyear capital budget allocations and commitments • Efforts to address effective implementation, procurement, and monitoring of projects • Strengthening of asset management and ex post evaluation • Integration of PIM and public-private partnership (PPP) in a unified framework • Rationalization and prioritization of the existing PIM project portfolio • Development of a PIM database and information technology in the form of a PIM information system. The PIM Reference Guide does not seek to provide definitive answers or standard guidance for the common PIM issues facing countries. Nor does it seek to provide a detailed template for replication across countries: this would be impossible given the diversity of country situations. Instead, each chapter begins with an overview of the specific reform issue, lists approaches and experiences from different countries, and summarizes the references and good practices to be considered in designing country-specific reform actions.

As the ongoing political and economic transition in the Central and Eastern Europe countries (CEE) moves into the next century, the most advanced countries in the region are preparing to deal with their prospective entry into the European Union. More a process than an event, joining the EU is likely to place heightened demands on public administrations throughout the region. To assist these countries with their efforts, the Bank conducted a study of the regions. The results of that study are included in this volume.'Ready for Europe' specifies and clarifies the administrative requirements of accession. The author uses in-depth case studies for three pre-accession countries, Estonia, Hungary, and the Czech Republic to make these specifications. The book defines the performance level countries will need to attain for a range of administrative tasks so the countries may reach a minimal threshold for EU membership. It applies selected standards to determine each country's readiness for accession and for the longer-term transition agenda. The author focuses on these three critical areas of administrative performance in the context of EU accession: How advanced is the development of a politically neutral, professional human resource cadre in the civil service? Do countries have the necessary institutional infrastructure at the government's core (that is, cabinet level) to formulate and coordinate policymaking in an efficient and democratic manner? How well are the dedicated institutional structures and processes established to shepherd countries through the accession process working?
