English summary: The authorexamines two topics that are often closely linked in public perception: lobbyism and corruption. The development of modern lobbyism in Great Britain and France is studied in the context of the railway industry by using a comparative approach. Furthermore it is of interest, when and how certain practices came under public scrutiny and could be criticised as corruption. Regarding personal connections between proponents of the railway industry and the state the 19th century marks a transition period. Hierarchic organized patronage structures of the early modern period gradually lost importance while network structures mainly based on economic capital gained influence. Violations of the already widely accepted division between the economy and the state were often negotiated in the context of corruption debates. These personal connections between both spheres came under pressure, when the exchange of economic capital became too obvious. Allegations of corruption could fulfil different purposes. As personal attacks they could discredit economic and political rivals. As general allegations corruption could de-legitimize economic and political systems. Am Beispiel der Eisenbahnbranche vergleicht der Autor Grossbritannien und Frankreich und untersucht, wie sich dort jeweils die okonomische Interessenpolitik wahrend der Industrialisierung entwickelte und wo diese als Korruption angreifbar wurde. Das 19. Jahrhundert stellt eine Ubergangsperiode dar, in der hierarchische Patronagestrukturen gegenuber Netzwerkstrukturen an Bedeutung verloren. Korruptionsdebatten halfen dabei, Grenzen legitimer Handlungsweisen auszuhandeln und zu definieren. Sie konnten aber auch als personliche Angriffe Konkurrenten diskreditieren und wirtschaftliche sowie politische Ordnungsmuster delegitimieren.

Level of compliance - one of the most important prerequisites of good governance - varies widely across countries of the Global North and the less developed, Global South. Acts of non-compliance, such as electoral irregularities, dubious deals between private and public sectors, questionable role of the justice systems and financial scandals, though they vary greatly across countries, are an omnipresent reality of contemporary life. This volume has brought together a number of case studies of such deviant behavior in political, juridical and corporate fields, from several countries of Asia, Europe and South America, within a common framework. Instead of a moral approach based exclusively on the legality and illegality of the act, the authors of these essays dissect non-compliance analytically, taking culture and context into account. Anticorruption in History is a timely and urgent book: corruption is widely seen today as a major problem we face as a global society, undermining trust in government and financial institutions, economic efficiency, the principle of equality before the law and human wellbeing in general. Corruption, in short, is a major hurdle on the "path to Denmark" a feted blueprint for stable and successful statebuilding. The resonance of this view explains why efforts to promote anticorruption policies have proliferated in recent years. But while the subject of corruption and anticorruption has captured the attention of politicians, scholars, NGOs and the global media, scant attention has been paid to the link between corruption and the change of anticorruption policies over time and place, with the attendant diversity in how to define, identify and address corruption. Zu Korruptionskritik ist gegenwärtig national und international viel zu hören, nur wenige Beiträge allerdings entstammen der Theologie. Das hat auch mit begrifflichen Unklarheiten zu tun. Von geschäftlichen "Gefälligkeiten" und Abgeordnetenbestechung in Antike und Moderne über das mittelalterliche Ablasswesen und den noch lange üblichen Ämterkauf bis hin zur Verwendung des Korruptionsbegriffs als Instrument im politischen Kampf reicht das Spektrum. Begegnen will man der Korruption vor allem durch die Verabschiedung scharfer Gesetze. So unterstützenswert solche Maßnahmen sind, ihre weitgehende Wirkungslosigkeit bekräftigt die theologische Einsicht, dass Korruption mit der grundsätzlichen "Sündhaftigkeit" des Menschen zu tun hat. Daher muss es neben der Unterstützung juristischer und wirtschaftlicher Vorgehensweisen im Kampf gegen die Korruption auch Aufgabe christlicher Kirchen sein aufzuweisen, wie sehr Korruption als "Habgier" die Grundlagen unserer Gesellschaft zu zerstören droht und wie aus der Perspektive des christlichen Menschenbildes solches Verhalten überwunden werden kann. Therefore, it must be also the task of Christian churches in addition to supporting juridical and economic practices in the fight against corruption to exhibit first, how much corruption threatens to destroy the foundations of our society in the framework of the popular image of man embossed by rationality, but also by greed, and then, how this thinking and behavior can be overcome from the perspective of the Christian human being.

This book deals with corruption and bureaucratisation in Bavaria and Prussia around 1800. The author argues that a new notion of corruption appeared in the late 18th century and became the main interpretive frame by 1800. The latter was carried especially by a younger generation of royal servants and targeted the old administrative structure, particularly patronage and both sale and inheritance of offices. In his book, he furthermore shows that the new notion of corruption was closely interrelated with the state reforms in both monarchies around 1800: The reformers used corruption charges to delegitimise the old administrative structures and, thus, cleared the way for the implementation of the new bureaucratic system. The old (corrupt) practices nevertheless did not disappear completely. It was especially patronage that survived in a different shape: Academic networks and other social innovations gained in importance, whilst kinship and origin lost their prominence for an administrative career.
