A new era in the democracy movement in Hong Kong began on July 1, 2003, when half a million people protested on the streets, and has included the 2012 anti-National Education campaign, the 2014 Occupy Central Movement and the rapid rise of localist groups. The new democracy movement in Hong Kong is characterized by a diversity of interest groups calling for political reform, policy change and the territory’s autonomy vis-à-vis the central government in Beijing. This book explores the dynamics of China’s new united front work in Hong Kong. In The New Politics of Beijing–Hong Kong Relations, Sonny Shiu-Hing Lo looks at the diverging changes to the ideologies from both Beijing and Hong Kong, and the ideological conflicts as taken in the form of factional political struggles between 2012 and the present. This book examines the paternalistic authoritarianism that can be seen in Beijing’s policy toward Hong Kong since the promulgation of the national security law in late June 2020. Lo analyzes the ideological shift from liberal nationalism to conservative nationalism in mainland China, which has taken place since late 2012. The increasingly radical localism in Hong Kong after 2014 transformed Beijing–Hong Kong relations into a conflict-ridden situation characterized by factional struggles. This book shows that Hong Kong’s protests from June to December 2019 originated from not only an attempt to extradite a Hong Kong man involved in a Taiwan murder case, but also China’s effort at extraditing corrupt mainlanders who laundered dirty money in the territory. The mixture of peaceful and violent protests was due to the snowballing effect of protestors-police confrontations, the imbalanced way in which police exercised their power, and protestors’ strategies. The protests triggered the national security concerns of Beijing, which mobilized the People’s Armed Police to Shenzhen as a warning rather than sending them openly to Hong Kong to avoid undermining the image of “one country, two systems.” The entire debate raised the concerns of Washington, Taiwan, and foreign governments, heightening Beijing’s sensitivity. After the bill was withdrawn, the anti-extradition movement has become anti-police and anti-mainland, constantly challenging the legitimacy of the Hong Kong government and Beijing. Hong Kong’s ‘Umbrella Revolution’ has been widely regarded as a watershed moment in the polity’s post-1997 history. While public protest has long been a routine part of Hong Kong’s political culture, the preparedness of large numbers of citizens to participate in civil disobedience represented a new moment for Hong Kong society, reflecting both a very high level of politicisation and a deteriorating relationship with Beijing. The transformative processes underpinning the dramatic events of autumn 2014 have a wide relevance to scholarly debates on Hong Kong, China and the changing contours of world politics today. This book provides an accessible entry point into the political and social cleavages that underpinned, and were expressed through, the Umbrella Movement. A key focus is the societal context and issues that have led to growth in a Hong Kong identity and how this became highly politically charged during the Umbrella Movement. It is widely recognised that political and ethnic identity has become a key cleavage in Hong Kong society. But there is little agreement amongst citizens about what it means to ‘be Hong Konger’ today or whether this identity is compatible or conflicting with ‘being Chinese’. The book locates these identity cleavages within their historical context and uses a range of theories to understand these processes, including theories of nationalism, social identity, ethnic conflict, nativism and cosmopolitanism. This theoretical plurality allows the reader to see the new localism in its full diversity and complexity and to reflect on the evolving nature of Hong Kong’s relationship with Mainland China.

The history of colonial East Asia is a human anatomy describing beneficial organs of foreign rule. Proclaiming itself a schematic diagram open to inspection, the anatomy of the late British Empire nevertheless obscured much more than it revealed. This analogy in Price’s provocative Cold War history is not presented only as an insight on imperialism but deciphers competing nationalist ideologies, too. The Kuomintang contended vigorously against communist rule in southern China for a decade after the end of the civil war in 1949 and Chinese communists disparaged British colonialism in Hong Kong in a war of words peaking in 1956–1957. These clashes of will did not produce new rulers in either place. They informed a period of Sino-British strategic partnership based on recognition that a capitalist enclave in southern China had its uses. By focusing on the Hong Kong region, Resistance in Colonial and Communist China compares anatomies of the British colonial government, the Chinese communists and stateless members of the remnant Kuomintang (1950–1963). Price asserts that after 1949, the colonial government of Hong Kong politically favoured the Kuomintang organised crime societies over their communist nationalist adversaries despite historiographical explanation that it favoured neither. This book challenges traditional concepts of the British colonial government and its attitude towards communist China. It engages in current debates surrounding Britain’s past by presenting a particularly devious episode of late colonial history.
