Integration in Europe has been a slow incremental process focusing largely on economic matters. Policy makers have tried to develop greater support for the European Union by such steps as creating pan-European political institutions. Yet significant opposition remains to policies such as the creation of a single currency. What explains continued support for the European Union as well as opposition among some to the loss of national control on some questions? Has the incremental process of integration and the development of institutions and symbols of a united Europe transformed public attitudes towards the European Union? In this book, Matthew Gabel probes the attitudes of the citizens of Europe toward the European Union. He argues that differences in attitudes toward integration are grounded in the different perceptions of how economic integration will affect individuals' economic welfare and how perceptions of economic welfare effect political attitudes. Basing his argument on Easton's idea that where affective support for institutions is low, citizens will base their support for institutions on their utilitarian appraisal of how well the institutions work for them, Gabel contends that in the European Union, citizens' appraisal of the impact of the Union on their individual welfare is crucial because their affective support is quite low. This book will be of interest to scholars studying European integration as well as scholars interested in the impact of public opinion on economic policymaking. European integration confuses citizens and scholars alike. It appears to transfer power away from national capitals towards Brussels yet a close study of the EU reveals the absence of any real leap towards supranationalism. The EU is dominated by cooperation between national representatives and national officials yet it continually appears to us as something external and separate from national political life. This book takes on these paradoxes by arguing that European integration should no longer be studied as the transcendence of states or as merely an expression of national interests. Rather, we should approach it as a process of state transformation. This transformation is from nation-state to member state. The book explores in detail the concept of member state, arguing that it provides us with the best tool for understanding the European integration process. Member states differ from traditional nation-states. They are not founded on the idea of popular sovereignty or the nation. They rest upon the idea that the governance of domestic societies requires external frameworks of rule that can bind the hands of national politicians. National authority is thus exercised through external rules and norms. Member statehood differs from earlier forms of statehood because it rests upon a presumption of conflict between state and society rather than an identity of interests between ruler and ruled. The book outlines in empirical detail these mysteries and paradoxes of European integration. It then outlines in detail the theory and history of member statehood. It applies the concept of member state to the study of two EU policy areas: macro-economic governance and foreign and security policy.

This new study revisits the work of the late Ernst Haas, assessing his relevance for contemporary European integration and its disparities. With his seminal book, The Uniting of Europe Haas laid the foundations for one of the most prominent paradigms of European integration – neofunctionalism. He engaged in inductive reasoning to theorize the dynamics of the European integration process that led from the Treaty of Paris in 1951 to the Treaty of Rome in 1957. The Treaty of Rome set the constitutional framework for a Common Market. Today, a second Treaty of Rome may lay the foundation for a European Constitution that embeds the Common Market in a European polity. Unfortunately, Haas will not be able to witness this path-breaking step in the development of a European political community, which he so aptly theorized almost five decades ago. This is all the more regrettable since students of European integration are more than ever challenged to tackle a major empirical puzzle: After 50 years of European integration, the member states managed to adopt a single currency and to develop common policies and institutions on justice and home affairs.
