Governing the Interlinkages between the SDGs: Approaches, Opportunities and Challenges identifies the institutional processes, governance mechanisms and policy mixes that are conducive to devising strategies of integrated Sustainable Development Goal (SDG) implementation. The book edited by Anita Breuer, Daniele Malerba, Srinivasa Srigiri and Pooja Balasubramanian examines the dedicated policies targeting the SDGs, as well as political and institutional drivers of synergies and trade-offs between the SDGs in selected key areas – both cross-nationally and in specific country contexts. Their analysis moves beyond the focus on links between SDG indicators and targets. This publication provides an overview of methods available to describe, understand and measure interlinkages between the SDGs and options for their application. Further it highlights how systems thinking approach applied by ESCAP complimented tools by earlier scholars, as the most comprehensive method to develop strategies and plans for integrated and holistic implementation of 2030 Agenda for Sustainable Development and the SDGs. The short overview of the analytical framework developed by ESCAP describes how interlinkages were analysed using systems thinking approach of causal loop interactions combined with the theory of leverage points to identify effective and impactful interventions at the policy level. The framework was developed with SDG 6 at the core, since implementation of SDG6 naturally requires the use of systems thinking approach to enhance planning of water use or the anthropogenic water cycle to support and restore natural water cycle balance to ensure sustainable water availability for human, industrial and natural ecosystems. Examples of pilot applications in Sri Lanka, Tajikistan and Fiji are provided, as well as applications beyond SDG 6 and how the framework could be further used to support member states in Asia-Pacific to implement 203 Agenda on Sustainable Development and the SDGs.

This contributed volume offers a state-of-the-art, holistic overview of the employment of a Water-Energy-Food (WEF) Nexus approach to implement the seventeen United Nations Sustainable Development Goals (SDGs), with a geographical focus on applications in different African regions. The book is divided into three sections, each composed of several chapters contributed by experts in their respective fields. Section I introduces the WEF Nexus and its role in the achievement of the 2030 Agenda and the SDGs. It highlights the attempt to connect different spheres of sustainability thanks to the Nexus, taking advantage of the existing interlinkages and interconnections among the Goals. Section II proposes a multi-scale and multi-stakeholder approach to various aspects of the Nexus and reviews existing quantitative tools. This section focuses on the issue of resource control and development aims and spotlights how Nexus dynamics influence the achievement of the SDGs as a whole. Section III applies the WEF Nexus to different African regions, which are balancing a rising population and an economic boom with severe vulnerability in the face of climate change. The United Nations 2030 Agenda for Sustainable Development with its 17 Sustainable Development Goals (SDGs) and 169 targets presents a universally accepted and comprehensive framework addressing all aspects and dimensions of sustainability. The integration of the climate-smart agriculture (CSA) approach with the implementation of the 2030 Agenda provides an opportunity to enhance the overall sustainability of CSA results and synergize CSA interventions with other sustainable development efforts. To achieve this integration, a clear understanding of how the CSA implementation process can engage with the 2030 Agenda throughout the five CSA implementation steps is required. Moreover, the interlinkages between CSA objectives and the SDGs and associated targets need to be well understood – including both potential synergies and trade-offs. This publication presents an assessment and mapping of CSA-SDG interlinkages. These provide entry points for targeted CSA planning to enhance synergies and reduce potential trade-offs between CSA objectives and SDGs. The publication also provides guidelines for the integration of the CSA implementation steps with the 2030 Agenda. An important aspect of these guidelines is the integration with the Paris Agreement – and the Nationally Determined Contributions (NDCs) pledged by countries – as a complementary process to the 2030 Agenda and the central reference point for countries’ commitments to climate action.
