The paper evaluates current knowledge about the nature of internal war and the types of research being undertaken to increase this knowledge. There were 380 conflicts in the world in the 19 years following World War 2, involving 81 percent of the 123 independent countries in the world. During this period, there were from 13 to 30 new conflicts each year and an average of 13.6 on-going conflicts each month, but there was no formal declaration of war in any conflict. The crucial conceptual issues about internal war are still in the pretheoretical stage. New research on internal war should examine the interaction of the antagonists on a time-line basis, utilize reliable attitudinal data, and examine what happens after hostilities are over, since the real impact of a revolution seems to occur after rather than during the period of active combat. The present study is concerned with the development and the applica tions of legal norms to situations of civil strife. It also deals in a less intensive way with problems of adjustment of these norms when the ambiance of the system changes. In particular it deals with the con cept of belligerent recognition, a standard well-suited to the needs of the international systeum nder a balance of power arrangement and to what extent this norm, which became fully developed during the nineteenth century, has been altered to meet the needs of the new international system which has been called a loose bipolar system. Revolution has been a classic theme of social and political thinkers throughout history. Some have regarded revolutions as completely unjustifiable, while others view them as a force for progress, if not the sole agent for major social adjustment. Political evolutionists re gard revolutions which erupt in social violence as necessary social con ditioning, as a way of selecting the political elite. Those who regard social violence as healthy and good, proceed to layout prudential rules for the conduct and successful conclusion of revolutions. Those who regard social violence as unhealthy and bad, tend to stress the norms of "law and order"; and to hurl at revolutionists the imprecations of a moral law which enjoins necessary obedience to authority. The present treatise pursues none of these interesting possibilities.

William E. Odom combines expertise in political science and military affairs to challenge both conventional and unconventional wisdom about insurgencies and political development. The author concludes that in all three components of U.S. strategy for counterinsurgency--political, economic, and military--faulty notions of causation inform policy. U.S. advice to embattled governments fails to recognize the inherent clash of development goals; direct fiscal aid hurts more often than it helps recipient governments; and the focus of U.S. military assistance on fighting insurgents plays to their strengths and fails to exploit their weaknesses. On Internal War reviews the contrasting theory and practice in Soviet and American approaches to their competition in the Third World and relates them to indigenous causes of internal wars. Odom also integrates the military dimensions of insurgencies with external influences and internal politics. Drawing on political development theory, he underscores the sources of instability in Third World states that make insurgencies more likely and offers ways to assess the prospects for democracy in specific cases. The centerpiece of the study is a practical application of the author's analysis to three case studies--El Salvador, Guatemala, and the Philippines--and a regional assessment of the Middle East. Odom provides no panaceas but suggests that more promising strategies can be devised.
