International Aid and Democracy Promotion investigates the link between foreign aid and the promotion of democracy, using theory, statistical tests, and illustrative case studies. This book challenges the field of development to recognize that democracy promotion is unlike other development goals. With a goal like economic development, the interests of the recipient and the donor coincide; whereas, with democratization, authoritarian recipients have strong reasons to oppose what donors seek. The different motivations of donors and recipients must be considered if democracy aid is to be effective. The author examines how donors exercise their leverage over aid recipients, and, more importantly, why, using selectorate theory to understand the incentives of both aid donors and recipients. Promoting democracy has grown from a small, little- known activity to a high-profile endeavor. It now involves academia, think tanks, and the popular media. The number of countries and organizations, inter-governmental, non-governmental, as well as governmental involved in supporting the spread of democracy is now legion. Countries touched by these efforts include a majority of all the world’s states and some independent territories that are not yet fully sovereign. The definitional boundaries between promoting democracy and international advocacy and defense of human rights and "good governance" are not precise. Similarly, the concept of promoting democracy itself is not uniformly accepted. It has become a slogan that attracts both fervent support and grave condemnation. For Burnell, promoting democracy refers to a wide range of non-coercive attempts to spread democracy abroad for whatever reason. At its heart, it is political intervention in the domestic affairs of other countries that seeks to affect the distribution of power, whether by patient and non-violent involvement or more urgent action, democracy assistance projects form a core activity. Burnell holds that participation in the democracy assistance industry will continue to grow. However, the industry’s progress up until now has in part been contingent on the progress of democratization itself. Promoting democratic institutions, processes, and values has long been a U.S. foreign policy objective, though the priority given to this objective has been inconsistent. World events, competing priorities, and political change within the United States all shape the attention and resources provided to democracy promotion efforts and influence whether such efforts focus on supporting fair elections abroad, strengthening civil society, promoting rule of law and human rights, or other aspects of democracy promotion. Proponents of democracy promotion often assert that such efforts are essential to global development and U.S. security because stable democracies tend to have better economic growth and stronger protection of human rights, and are less likely to go to war with one another. Critics contend that U.S. relations with foreign countries should focus exclusively on U.S. interests and stability in the world order. U.S. interest in global stability, regardless of the democratic nature of national political systems, could discourage U.S. support for democratic transitions-the implementation of which is uncertain and may lead to more, rather than less, instability. Funding for democracy promotion assistance is deeply integrated into U.S. foreign policy institutions. More than $2 billion annually has been allocated from foreign assistance funds over the past decade for democracy promotion activities managed by the State Department, the U.S. Agency for International Development, the National Endowment for Democracy, and other entities. Programs promoting good governance (characterized by participation, transparency, accountability, effectiveness, and equity), rule of law, and promotion of human rights have typically received the largest share of this funding in contrast to lower funding to promote electoral processes and political competition. In recent years, increasing restrictions imposed by some foreign governments on civil society organizations have resulted in an increased emphasis in democracy promotion assistance for strengthening civil society. Despite bipartisan support for the general concept of democracy promotion, policy debates in the 115th Congress continue to question the consistency, effectiveness, and appropriateness of such foreign assistance. With the Trump Administration indicating that democracy and human rights might not be a top foreign policy priority, advocates in Congress may be challenged to find common ground with the Administration on this issue. As part of its budget and oversight responsibilities, the 115th Congress may consider the impact of the Trump Administration's requested FY2018 foreign assistance spending cuts on U.S. democracy promotion assistance, review the effectiveness of democracy promotion activities, evaluate the various channels available for democracy promotion, and consider where democracy promotion ranks among a wide range of foreign policy and budget priorities.

Despite impressive economic growth rates over the last decade, foreign aid still plays a significant role in Africa's political economies. This book asks when, why, and how foreign aid has facilitated, or hindered, democratization in sub-Saharan Africa. Instead of looking at foreign aid as a monolithic resource, the book examines the disparate impacts of aid specifically intended for development outcomes and aid explicitly aimed at democracy promotion. Careful attention is also given to examining the role of various aid modalities, including general budget support, and the influence of non-traditional donors. In doing so, the authors use a combination of cross-country quantitative analyses and in-depth case studies of Benin, Ghana, Malawi, Mali, Mozambique, Tanzania, and Zambia based on recent interviews with donors, government officials, and civil society organizations. Unlike other work on aid and democracy, the book carefully considers how foreign aid affects various elements of the democratization process, including transitions to multiparty systems and democratic consolidation. In terms of the latter, the authors analyse what role different types of aid play in avoiding a breakdown of multiparty democracy or an erosion of civil liberties, reinforcing parliaments and judiciaries, promoting free and fair elections and a vibrant civil society, and encouraging competitive party systems. Overall, the authors' findings suggest that the best means for enhancing the effectiveness of aid for development outcomes is not always the most optimal way of promoting democratic consolidation, and the book provides policy recommendations to try and reconcile these trade-offs.
