Many of the problems and opportunities facing society today are determined by issues of mobility. Access to people, products, information and resources has emerged as a priority in the foreign policies of most states. Inevitably, considerations of national interest have played a central role in the structure and operations of the international aviation system. Meanwhile, air transport has been a catalyst for the phenomenon of globalization. This first in-depth exploration of the vital relationship between aviation policy and national interest in todays global economy focuses on those areas of concern where the international community has common ground or where conflicts of interest are most likely to arise. Revealing deeply informed perspectives gained from decades of distinguished public service in many areas of aviation policy, Erwin von den Steinen reviews the rules that govern the conduct of commercial air services between nations and considers the prospects of aviation in the 21st Century. He explains how timely understanding of national interest can provide a context for global and local policy to connect, and why the international aviation system is vital for the peaceful and sustainable development of modern states and societies. With such insights and powerful, practical recommendations, von den Steinens analysis will be of enormous value to those concerned with air transport, from technical research and design to the highest levels of government, as well as to lawyers and academics in international law and relations. and“a tour of the major issues in international aviation law and policy under the guidance of an authentic homme engageand Ultimately, this book is the work of someone who deeply appreciates the aviation industry both at its technical level, that of its often-frustrating machinations of law and policy, and also at the emotional level of a special business that exemplifies freedom and imagination like few others do.and” Brian F. Havel and“The Introduction has one of the best free flowing leads to a book detailing the politics of aviation and diplomacy I have come acrossand . I commend this book to lawyers, diplomats and students of aero-politics and lawand . I would prescribe this book to my graduate students as compulsory reading for their course in Aero-political and legal Environment.and” Dr Ruwantissa Abeyratne

This book is a political–economic analysis of China’s transformation to become a global aviation power. It aims to identify the driving forces that have shaped China’s ever-evolving international air transport policy direction and goals in the past four decades and further determines how and to what extent these driving forces have shaped China’s considerations and strategies when executing its policy goals through bilateral air services negotiations. The findings reveal that China’s international air transport policymaking has remained in the domain of the country’s aviation regulator, which has enjoyed an exclusivity to exercise its power on the air transport sector. The book argues that China’s international air transport policy direction is in alignment with the country’s overall strategic mission and its goal is set to support the country’s endeavour to realise the “China dream.” It concludes that factors at all levels interact with each other with a far-reaching impact on the country’s policy direction and goal setting; however, these factors are constrained by time and circumstances. The book is a must-read for a wide array of audiences, including, but not limited to, scholars and industry professionals who have an interest in China’s political economy, policymaking, international trade, government behaviour, corporate political activities, air transport, aviation liberalisation, and bilateral negotiations.

In July 2012, the Government consulted on its strategy for aviation, the draft Aviation Policy Framework. This final Aviation Policy Framework will fully replace the 2003 Air Transport White Paper (Cm.6046, ISBN 9780101604628) on aviation, alongside Government decisions following the recommendations of the Independent Airports Commission, established September 2012. The Aviation Policy Framework is underpinned by two core principles: (i) Collaboration: achieved by working together with industry, regulators, experts, local communities to identify workable solutions; (ii) Transparency: decision making based on clear, independent information and processes. The Framework Policy covers the following areas: (1) Supporting growth and benefits of aviation; (2) Managing aviation's environmental impacts, such as climate change and noise pollution; (3) The role of the Airports Commission; (4) Other aviation objectives, including: protecting passenger' rights; competition and regulation policy; airspace; safety; security and planning.

Air Transport and Regional Development Policies is one of three interconnected books related to a four-year European Cooperation in Science and Technology (COST) Action established in 2015. The Action, called Air Transport and Regional Development (ATARD), aimed to promote a better understanding of how the air transport–related problems of core regions and remote regions should be addressed in order to enhance both economic competitiveness and social cohesion in Europe. This book focuses on policy implications related to air transport and regional development. It begins with chapters that generally discuss important policy issues related to air transport and regional development in relation to connectivity and accessibility; dependency; airport governance and regulation; and air traffic control frameworks. This is followed by a number of chapters that consider government subsidies and state aid. The final chapters focus on other policy implications (tourism development, airport expansion, passenger taxation and noise control). Currently, no other single source publication covers this topic area in such a comprehensive manner, insofar as it considers so many policies and examples. The book aims at becoming a major reference source on the topic, drawing from experienced researchers in the field, covering the diverse experience and knowledge of the members of the COST Action. The book will appeal to academics, practitioners and government bodies who have a particular interest in acquiring detailed comparative knowledge and understanding of the policy implications of air transport and regional development. Along with the other two books (Air Transport and Regional Development Methodologies and Air Transport and Regional Development Case Studies) it fills a much-needed gap in the literature.

This book is a political economic analysis of China's transformation to become a global aviation power. It explores how China's policy goal has been achieved and executed through bilateral air services negotiations and how and to what extent the factors have affected the considerations and negotiation outcome. The book aims to identify the driving forces that have shaped China's ever-evolving international air transport policy direction and goals in the past four decades. Using primary data collected from dozens of interviewees and secondary data from various sources, the study examines the time-associated factors and circumstances surrounding a handful rounds of bilateral negotiations between China and its selective counterparts. It further analyses how and to what extent the identified factors have affected China's negotiation strategies and outcome. It argues that China's international air transport policy direction is in alignment with the country's overall strategic mission and its goal is set to support the country's endeavour to realise the "China dream". It concludes that driving forces at international, regional, domestic and institutional levels have an impact on the country's policy direction and goal setting, although these factors are time- and circumstances-constrained. The book is a must read for a wide audience, including but not limited to industry professionals and scholars with an interest in China's political economy, policymaking, international trade, air transport, government behaviour, corporate political activities, aviation liberalisation, and bilateral negotiations.

By tracing the development of air transport from the recognition of its potential in World War I, Thayer brings together all of the major aspects of a complex area of public policy and illuminates some often overlooked interrelationships between commercial and military policies.
