The objective of this guidance on fulfilling the reporting requirements of Article 12 of the Code of Conduct is to obtain a regular flow of information on its observance to strengthen implementation of the Code, to provide data for its future revisions and improvement, and, most importantly, to improve the protection of human health and the environment related to pesticide use and management in agriculture and public health. The guidance was prepared in compliance with the FAO/WHO International Code of Conduct on Pesticide Management, which sets out a framework and voluntary standards of conduct for stakeholders in pesticide management, in particular governments and the pesticide industry. Endorsed by FAO, WHO, governments, pesticide producers, non-governmental organizations and other stakeholders, the Code outlines their shared responsibility to promote best practice and risk reduction throughout the pesticide life cycle. The Code of Conduct thereby establishes the commitment and moral obligation of stakeholders to comply with the agreed standards of conduct and to assume their respective responsibilities. These include governments’ responsibility to promote pesticide risk reduction and the industry’s responsibility to produce products that are adapted to the context of their use and to provide stewardship of those products throughout their life cycle. This guidance was prepared with the support of the FAO/WHO Joint Meeting on Pesticide Management (JMPM) to provide further guidance on the provisions of the Code of Conduct related to its observance and implementation. It reflects the joint FAO/WHO approach to pesticide management, thus addressing the topic in both agricultural and public health settings.

The document is a report of the 16th FAO/WHO Joint Meeting on Pesticide Management (JMPM) held at the World Health Organization, Geneva, Switzerland from 6 to 10 November 2023. JMPM works in the context of implementation of the International Code of Conduct on Pesticide Management (“the Code”). The 16th JMPM planned, reviewed and endorsed guidance documents on several pertinent aspects of life-cycle management of pesticides. Emerging issues such as new pesticide technologies were discussed. Global initiatives on reducing risk of highly hazardous pesticides (HHPs) and update of the 2014 edition of the Code were also discussed.The JMPM reviewed the following new guidance documents or guidance notes, several of which were at advanced stages of development: Online sales of pesticides; Reporting system for health and environmental incidents; Application of pesticides by drones in agriculture and vector control; Illegal trade of pesticides; Reducing risk when phasing out pesticides; and Protecting Indigenous Peoples from negative impacts of pesticides. Revision of the Guidance on data requirements for the registration of pesticides was finalized. The JMPM recommended the preparation of new guidance on risk communication, and updating guidance on post-registration surveillance and management options for empty pesticide containers. Emerging technologies of nano-pesticides and RNAi-based pesticides were highlighted for further attention. The JMPM recommended that concrete actions be taken to establish a Global Alliance on HHPs, strengthen information exchange on guidance documents with users and stakeholders, monitor uptake of guidance by countries and address gender mainstreaming in the guidance documents. The process and scope of revision of the Code were discussed, particularly for inclusion of new topics such as Indigenous Peoples and human rights. Further topics for inclusion in the revision of the Code were solicited from the JMPM members.

Over the past 30 years, the FAO regional office in Bangkok has assisted countries in Asia and the Pacific region to establish pesticide legislation and regulations, and to manage these products in accordance with the Code of Conduct and other international conventions and treaties. Many workshops aimed at enhancing harmonization among countries’ regulatory frameworks for the control of pesticides have been conducted in the region. The most recent workshop on practical aspects of pesticide risk a ssessment and phasing-out of highly hazardous pesticides was conducted in Nanjing, China from 19 to 22 May 2014. This publication provides an updated status of pesticide risk reduction in Asian countries. It also contains databases of registered and banned pesticides, and important documents from the Nanjing workshop that serve to enhance closer cooperation among countries in phasing-out hazardous pesticides.

This second edition of the compendium provides a brief description of all the technical guidance documents, manuals, toolkits, databases and other resources for pesticide management developed by FAO and WHO. These resources support the standards outlined in the International Code of Conduct on Pesticide Management by providing detailed information and guidance on how to manage pesticides at the different stages of their life cycle, i.e. from production to disposal of waste. The resources are principally intended for use by governments in low- and middle-income countries but they may also be useful to other stakeholders. The resources cover both agricultural and public health uses of pesticides. The documents listed in this compendium have been prepared, reviewed and adopted by FAO and WHO expert groups including, since 2007, the FAO/ WHO Joint Meeting on Pesticide Management (JMPM). The compendium will be updated regularly in the future. Older documents included in the compendium are still considered valid as the issues they address have not changed.

In its 2020 communiqué, the International Advisory Council on Global Bioeconomy has urged to strengthen good practices and policies to advance the global bioeconomy. The transition from a fossil-based economy to a bioeconomy happens at three levels: technological, organizational and social. In particular, agri-food systems are key to achieve a shift to sustainable and circular production and consumption patterns, since they occupy the biggest share of the bioeconomy from an economic, value-added perspective as well as having potential for discovery and innovation. This Compendium outlines 250 sources of good practices and policies. It covers the entire continuum of economic sectors that have a stake in biological knowledge and resources. The Compendium, therefore, highlights the wide range of aspects that are included in the concept of the bioeconomy. Being an inherently multisectoral process that involves potential synergies and trade-offs among different sustainability objectives, the implementation of bioeconomy strategies presents greater challenges than activities that are focused on a single sector. The report also shows how good practices and policies contribute to the translation of bioeconomy strategies into coordinated actions for the achievement of local priorities and sustainability goals, while also addressing global issues. Overall, the review identifies a knowledge gap: Assessments do not always indicate if practices and policies have enough evidence of impact to be recommended as models that contribute to sustainability objectives of the bioeconomy. To address this, a context-specific approach described in Chapter 5, provides support for countries to make evidence-based decisions on policies and investments for the bioeconomy. The approach helps to identify good practices and policies ex-ante, which can help achieve common sustainability objectives of bioeconomy strategies that were presented in the 2019 FAO report, Towards sustainable bioeconomy - Lessons learned from case studies. Taken together, this Compendium and the 2019 report, provide practical guidelines and resources that can support decision-makers and stakeholders in bioeconomy systems to make progress towards reaching sustainable outcomes.
