C.O.OKIDl1 I welcome the opportunity to prepare a Foreword to the book on Environmental Policy and Law in Africa, edited by Kevin R. Gray and Beatrice Chaytor. It is a pleasure to do that because the book is a contribution to the cause of capacity building for development and implementation of environmental law in Africa, a goal towards which I have had an undivided focus over the last two decades. There is still some belief in and outside Africa that for developing countries in general, and Africa in particular, development and implementation of environmental law is not a priority. This belief prevails strongly in many quarters of the industrialised countries. In fact, the view is held either out of blatant ignorance or by some renegade industrialists who fail to appreciate Michael Royston's 1979 thesis that Pollution Prevention Pays.2 That group, for obvious reasons, must have their correspondent counterparts in Africa to provide hope that industries rejected as derelict in the West or inoperable due to rigorous environmental regulation, can find homes to which they can escape and dump their polluting industries.

The three volumes of Environmental Policy in an International Context have been developed by the Dutch and UK Open Universities as part of the International Environmental Series. They accompany a workbook and six videos. The first volume takes a critical and analytical look at contemporary environmental issues built around the key questions - what are international and environmental problems; and why have they become important politically? These questions are examined from a variety of viewpoints - science, sociology, politics, law and economics. A multi-disciplinary approach is emphasised and it shows how both technical and scientific solutions need to be sought alongside

Environmental policy is often practiced reactively with each crisis addressed as an isolated event. Focusing on development of proactive policies, Global Environment Policy: Concepts, Principles, and Practice provides the essential scientific and socioeconomic framework for formulating pragmatic and comprehensive environmental policies. It discusses topics of interest to American and international audiences. Beginning with basic concepts, the book proceeds successively on to more advanced principles, theories, and practices for developing and implementing comprehensive environmental policy solutions. Topics are introduced in a logical, yet connected, user-friendly manner. Using practical case studies and examples, the book illustrates both the power and limitations of theoretical approaches. It defines the scope and nature of the environmental policy problem, outlining its origins and evolution, and introduces the policy frameworks of the United Nations, European Union, and the United States. Each chapter begins with a case study and ends with a problem set; the questions are designed to elicit practical and critical thinking. The book ends with two capstone problems that exemplify nearly every major topic and aspect presented in this book. Upon completion, students should possess the competency required to examine a real world problem, evaluate it in terms of the concepts, principles, and tools described throughout the book, and develop a practical policy solution for resolving that problem.

The worst chemical disaster ever could be happening right now. In India and Bangladesh between forty and eighty million people are at risk of consuming too much arsenic from well water that might have already caused one hundred thousand cancer cases and thousands of deaths. Many millions elsewhere in South-East Asia and South America may soon suffer a similar fate. Venomous Earth is the story of this tragedy: the geology, the biology, the politics and the history. It starts in Ancient Greece, touches down in today's North America and takes in William Morris, alchemy, farming, medicine, mining and a cosmetic that killed two popes.

Many of the major environmental challenges facing governments and societies today are collective problems, calling for joint solutions. However, even when effective solutions can be found only through joint efforts, international cooperation is often hard to establish and maintain. This makes it all the more important to understand the conditions for `success' and the causes of `failure'. This book examines some of the political mechanisms at work in the formation and operation of international environmental regimes. What are the major factors that shape the national positions that governments bring to the negotiating table? How do the international institutions and negotiation processes through which these preferences and positions are adjusted and aggregated affect outcomes? What are the main mechanisms determining whether or not international environmental agreements are successfully implemented at the domestic level? The Politics of International Environmental Management is published in cooperation with the European Science Foundation.
