After arriving from South Asia approximately a thousand years ago, cannabis quickly spread throughout the African continent. European accounts of cannabis in Africa—often fictionalized and reliant upon racial stereotypes—shaped widespread myths about the plant and were used to depict the continent as a cultural backwater and Africans as predisposed to drug use. These myths continue to influence contemporary thinking about cannabis. In The African Roots of Marijuana, Chris S. Duvall corrects common misconceptions while providing an authoritative history of cannabis as it flowed into, throughout, and out of Africa. Archaeological research has long focused on studying tangible artifacts to build a picture of the cultures it examines. Equally important to understanding a culture, however, are the intangible elements that become part of its heritage. In 2003, UNESCO adopted a convention specifically to protect intangible heritage, including the following: oral traditions and expressions, including language; performing arts (such as traditional music, dance, and theater); social practices, rituals, and festive events; knowledge and practices concerning nature and the universe; and traditional craftsmanship. Since this convention was adopted, scholars and preservationists have struggled with how to best approach intangible heritage. This volume specifically focuses on embodied intangible heritage, or the human body as a vehicle for memory, movement, and sound. The contributors to this work examine ritual and artistic movement, theater, music, oral literature, as well as the role of the internet in cultural transmission. Globalization and particularly the internet, has a complex effect on the transmission of intangible heritage: while music, dance, and other expressions are now shared easily, the performances often lack context and may be shared with a group that does not fully understand what they are seeing or hearing. This book critically engages the shortcomings of the field of international heritage law, seen through the lenses of the five major UNESCO treaties for the safeguarding of different types of heritage. It argues that these five treaties have effectively prevented local communities, who bear the brunt of the costs associated with international heritage protection, from having a say in how their heritage is managed. The exclusion of local communities often alienates them not only from international decision-making processes but also from their cultural heritage itself, ultimately meaning that systems put in place for the protection of cultural heritage contribute to its disappearance in the long term. International Heritage Law for Communities adds to existing literature by looking at these UNESCO treaties not as isolated regimes, but rather as belonging to a discursive continuum on cultural heritage. In doing so, the book focuses on themes that cut across the relevant UNESCO regimes like the use of expert rule in international heritage law, economics, the relationship between heritage and the environment, among others, rather than the regimes themselves. A decade after the approval of the UNESCO 2003 Convention for the Safeguarding of Intangible Cultural Heritage (ICH), the concept has gained wide acceptance at the local, national and international levels. Communities are recognizing and celebrating their Intangible Heritage; governments are devoting important efforts to the construction of national inventories; and anthropologists and professionals from different disciplines are forming a new field of study. The ten chapters of this book include the peer-reviewed papers of the First Planning Meeting of the International Social Science Council’s Commission on Research on ICH, which was held at the Centro Regional de Investigaciones Multidisciplinarias (UNAM) in Cuernavaca, Mexico in 2012. The papers are based on fieldwork and direct involvement in assessing and reconceptualizing the outcomes of the UNESCO Convention. The report in Appendix 1 highlights the main points raised during the sessions.
