Since 2000, IOM has been producing its flagship world migration reports every two years. The World Migration Report 2024, the twelfth in the world migration report series, has been produced to contribute to increased understanding of migration and mobility throughout the world. The last two years saw major migration and displacement events that have caused great hardship and trauma, as well as loss of life. In addition to the conflicts in Ukraine and Gaza, millions of people have been displaced due to other conflicts, such as within and/or from the Syrian Arab Republic, Yemen, the Central African Republic, the Democratic Republic of the Congo, the Sudan, Ethiopia and Myanmar. There have also been large scale displacements triggered by climate- and weather-related disasters in many parts of the world in 2022 and 2023, including in Pakistan, the Philippines, China, India, Bangladesh, Brazil and Colombia. Further, in February 2023, south-east Türkiye and northern Syrian Arab Republic experienced powerful earthquakes, resulting in more than 50,000 deaths. By March, an estimated 2.7 million people had been displaced in Türkiye and many had been left homeless in the Syrian Arab Republic. This new edition presents key data and information on migration as well as thematic chapters on highly topical migration issues and is structured to focus on two key contributions for readers. Part I includes key information on migration and migrants (including migration-related statistics); and part II includes balanced, evidence-based analysis of complex and emerging migration issues.

The global economy remains resilient, despite differences in the strength of activity and incomes across countries and sectors. Inflation has continued to fall, supporting real incomes, but consumer confidence is yet to recover to pre-pandemic levels in many countries. Global growth is projected to be 3.2% this year and 3.3% in 2025 and 2026, with inflation easing further. Nonetheless, the outlook is highly uncertain. An intensification of geopolitical tensions or global trade restrictions could hamper further disinflation and weaken the growth outlook. At the same time, future shocks could trigger disruptive corrections in financial markets, magnified by high debt and stretched asset valuations. The key policy priorities are to ensure a continued and lasting decline in inflation, enhanced efforts to establish a credible fiscal path that will secure debt sustainability, and ambitious reforms to raise sustainable and inclusive growth in the medium term. This issue includes an assessment of the global economic situation, a chapter on developments in labour shortages and associated policy considerations and a chapter summarising developments and providing projections for each individual country. Coverage is provided for all OECD members as well as for selected partner economies.

This open access book discusses the impact of cross-border migration on the relationships between sovereign states. While there is already a vast amount of literature on immigration, it often focuses on issues such as human rights, citizenship, and social integration, reflecting the contemporary interests of Western countries. However, as long as the most fundamental norm of international politics remains the mutual recognition of exclusive jurisdictional rights over territory by sovereign states, people crossing borders pose various challenges to this system of sovereign states. It is this awareness of the issue that makes this book unique. This book examines the implications of the movement of people across national borders both for the state and for international politics. From the standpoint of international politics, the focus of the examination is the international political meaning of the transnational phenomenon of the movement of people. Norway’s economy is slowing as inflation and higher interest rates weigh on consumption and investment. The labour market is tight and wage growth robust, while labour shortages and job mismatches are high and rising. Inflation is falling but still way above the target of 2%. The fiscal stance is expansionary. It should become contractionary to support monetary policy. While Norway is one of the OECD’s most productive countries, productivity growth over the past decade has been weak. Making skills more relevant, notably by strengthening vocational education and training, could help raise productivity and ease tight labour markets. Higher and broader taxation of greenhouse gas emissions and investing in lower‐cost emission cuts would help achieve emission reductions more efficiently. Public spending as a share of GDP is the highest in the OECD, which brings important benefits in the form of high-quality public services. However, oil revenues are set to decline, and ageing costs to rise, foreshadowing strains on public finances in the future. Norway could benefit from applying a medium-term expenditure framework, introducing a spending rule, and establishing a full-fledged fiscal council. Reforming the very generous sickness and disability scheme could help reduce spending pressures and increase employment. Regional policy should become more cost-conscious. Infrastructure investment is very high, and imposing a minimum benefit-cost ratio on individual projects and strengthening ex-post evaluations could help improve its effectiveness. Greece’s economy has been outpacing the euro area average since 2021. Support measures protected households and businesses against high inflation, while public debt declined significantly. Growing disbursements of the Recovery and Resilience Funds, continuous employment gains and disinflation, and recent structural reforms are all expected to support growth. However, significant challenges lie ahead. Sustaining primary surpluses and preserving public investment are essential to maintain the debt-to-GDP ratio on a firmly declining path. This requires shifting the structure of public spending towards investment, lowering tax expenditures and tackling tax evasion further, building on recent progress. Strengthened vocational education and training, as well as better recognising prior learning and developing childcare capacity, are needed to mobilise larger parts of the working-age population and ease high labour shortages and skill mismatches. Boosting the rising, yet still relatively low level of labour productivity and investment while decoupling of emissions from activity and adapting to climate change are key to achieve sustainable rise in living standards. Further strengthening competition, reducing the regulatory burden and improving access to skills and financing would support firm growth and innovation.
