Whether we think of statues, plaques, street-names, practices, material or intangible forms of remembrance, the language of collective memory is everywhere, installed in the name of not only nations, or even empires, but also an international past. The essays in Sites of International Memory address the notion of a shared past, and how this idea is promulgated through sites and commemorative gestures that create or promote cultural memory of such global issues as wars, genocide, and movements of cross-national trade and commerce, as well as resistance and revolution. In doing so, this edited collection asks: Where are the sites of international memory? What are the elements of such memories of international pasts, and of internationalism? How and why have we remembered or forgotten “sites” of international memory? Which elements of these international pasts are useful in the present? Some contributors address specific sites and moments—World War II, liberation movements in India and Ethiopia, commemorations of genocide—while other pieces concentrate more on the theoretical, on the idea of cultural memory. UNESCO’s presence looms large in the volume, as it is the most visible and iconic international organization devoted to creating critical heritage studies on a world stage. An examination of how the postwar United States twisted its ideal of “the free flow of information” into a one-sided export of values and a tool with global consequences. When the dust settled after World War II, the United States stood as the world’s unquestionably pre-eminent military and economic power. In the decades that followed, the country exerted its dominant force in less visible but equally powerful ways, too, spreading its trade protocols, its media, and—perhaps most importantly—its alleged values. In A Righteous Smokescreen, Sam Lebovic homes in on one of the most prominent, yet ethereal, of those professed values: the free flow of information. This trope was seen as capturing what was most liberal about America’s self-declared leadership of the free world. But as Lebovic makes clear, even though diplomats and public figures trumpeted the importance of widespread cultural exchange, these transmissions flowed in only one direction: outward from the United States. Though other countries did try to promote their own cultural visions, Lebovic shows that the US moved to marginalize or block those visions outright, highlighting the shallowness of American commitments to multilateral institutions, the depth of its unstated devotion to cultural and economic supremacy, and its surprising hostility to importing foreign cultures. His book uncovers the unexpectedly profound global consequences buried in such ostensibly mundane matters as visa and passport policy, international educational funding, and land purchases for embassies. Even more crucially, A Righteous Smokescreen does nothing less than reveal that globalization was not the inevitable consequence of cultural convergence or the natural outcome of putatively free flows of information—it was always political to its core.

How the United Nations headquarters became the architectural instrument and broadcast medium of global diplomacy For almost seven years after World War II, a small group of architects took on an exciting task: to imagine the spaces of global governance for a new political organization called the United Nations (UN). To create the iconic headquarters of the UN in New York City, these architects experimented with room layouts, media technologies, and design in tribunal courtrooms, assembly halls, and council chambers. The result was the creation of a new type of public space, the global interior. Assembly by Design shows how this space leveraged media to help the UN communicate with the world. With its media infrastructure, symbols, acoustic design, and architecture, the global interior defined political assembly both inside and outside the UN headquarters, serving as the architectural medium to organize multilateral encounters of international publics around the globe. Demonstrating how aesthetics have long held sway over political work, Olga Touloumi posits that the building framed diplomacy on the ground amid a changing political landscape that brought the United States to the forefront of international politics, destabilizing old and establishing new geopolitical alliances.
