Because Brazil's emergence as a major power is paralleled by its emergence as an ocean power, the country is a particularly important example of the ocean policies of developing states. Ocean affairs have become increasingly important for Brazilian foreign policy, and Brazil, in turn, has come to occupy a distinctive position in bilateral, regional, and global negotiations for a new ocean order. This book surveys all aspects of Brazilian ocean policy: domestic influences, naval affairs, offshore petroleum exploration, shipping, and fishing. National ocean policy is related to international politics through analysis of Brazil's participation at international maritime conferences and its maritime relations with other states. The final chapter compares Brazil's ocean policy with policies of other states, both developing and developed.

In the past generation, Brazil has risen to become the seventh largest economy and fourth largest democracy in the world. Yet its rise challenges the conventional wisdom that capitalist democracies will necessarily converge to become faithful adherents of a US-led global liberal order. Indeed, Brazil demonstrates that middle powers, even those of a deeply democratic bent, may differ in their views of what democracy means on the global stage and how international relations should be conducted among sovereign nations. This volume explores Brazil's postures on specific aspects of foreign relations, including trade, foreign and environmental policy, humanitarian intervention, nuclear proliferation and South-South relations, among other topics. The authors argue from a variety of perspectives that, even as Brazil seeks greater integration and recognition, it also brings challenges to the status quo that are emblematic of the tensions accompanying the rise to prominence of a number of middle powers in an increasingly multipolar world system.

This handbook provides a thorough multidisciplinary reference guide to the literature on the various elements of the international relations of Latin America and the Caribbean. Citing over 1600 sources that date from the nineteenth century to the present, with emphasis on recent decades, the volume's analytic essays trace the evolution of research in terms of concepts, issues, and themes. The Handbook is a companion volume to Atkins' Latin America and the Caribbean in the International System, Fourth Edition, but also serves as an invaluable stand-alone reference volume for students, scholars, researchers, journalists, and practitioners, both official and private.

Brazil has suddenly become a country of interest to the West, playing a critical role in global economic talks at the G20 and WTO, brokering North-South relations through its new international economic geography, and stepping into regional and global security questions through its activities in Haiti, Paraguay and the nuclear question in Iran. This book explains why Brazil is taking an increasingly prominent international role, how it conducts and plans its regional and global interactions, and what the South American giant intends to do with its rising international influence. The book is written for the non-specialist, providing students and other interested readers with a well-organized, concise introduction to the fundamentals of the foreign policy of an emerging Twenty-First Century power.

This book assesses the environmental jurisdiction of coastal states over the seabed within and beyond 200 nautical miles from the baselines, thus mapping out coastal states’ competencies to regulate activities impacting the marine environment of the sea floor. In addition, it offers revealing insights into the domestic legal and policy framework of a particular State in this regard. As Brazil intends to exploit mineral resources farther away offshore, technologically backed by the recognised expertise of its state-owned oil company, Petrobras, questions arise as to the adequacy of the country’s domestic legal framework to sustainably manage the immenseness of the “Brazilian Blue Amazon”. This book critically evaluates the compatibility of Brazil’s national policies and legislation with the Law of the Sea, as well as the country’s legal and institutional preparedness to face the challenges of managing approximately 4,5 million km2 of maritime spaces under national jurisdiction.

Latin America remains a turbulent region, characterized by conflict and increased militarization, despite the existence of regional juridical mechanisms for controlling disputes. In this book, scholars from both Latin and North America collaborate in presenting ten original approaches to containing and resolving conflict in the region. Stressing the need to closely link contemporary approaches to conflict management with the Latin American legalistic tradition, they examine a broad scope of mechanisms ranging from confidence-building measures to arms control agreements. This book is the first systematic attempt to survey arms control and to generate approaches for controlling conflicts in Latin America. Ten original approaches to containing and resolving conflict in Latin America are developed in the successive chapters of this volume.

The fact that the Montego Bay Convention has been only ratified by 37 States at present and that it will be some time before the 60 ratifications required by Article 308 are achieved has not prevented states from acting in accordance with the rules drawn up by the Conference. Close on one hundred states have established either exclusive economic zones broadly modelled on Part V or 200-nautical-mile fishery zones and drawn on the principles laid down for exploiting living resources. Although these laws have been formulated unilaterally by states, international custom, since the judgement by the International Court of Justice in the Fisheries Case of 18 December 1951, is derived from concordant national rules. This shift began even before the Conference ended, and has been consolidated since then. Moreover, the régime governing the sea-bed beyond the limits of national jurisdiction defined by Part XI, which was the stumbling block of the Conference, is subject to transitional arrangements on the basis of two resolutions adopted in the Conferences Final Act, one providing for the establishment of a Preparatory Commission and the other on the preliminary activities of pioneer investors. This two-volume work, an earlier edition of which appeared in French, has been written by a team of experts of international renown. It presents an analysis of the Convention with an additional Chapter on the legal régime governing underwater archaeological and historical objects.
